This
appointment is for a three-year duration with a six-month probationary period.
The OPCW is a non-career organisation with limited staff tenure. The total
length of service for Professional staff shall not exceed 7 years. The Director-General
retains the discretion not to make any appointment to this vacancy, to make
an appointment at a lower grade, or to make an appointment with a modified
job description. |

Under the supervision
of the Director Verification Division the incumbent performs the following
duties:
- Establishes the objectives and goals of the Industry
Verification Branch;
- Monitors and discuses regularly with the branch staff
the accomplishment of Industry Verification Branch objectives;
- Manages and provides guidance to the Industry Verification
Branch staff;
- Responsible for Article VI inspection planning to
include medium term, annual, quarterly and as required short term mission
planning. Confirms technical and legal validity of all plans;
- Participates in the random selection of plant sites
under Part VIII and IX of the Verification Annex and supervises the
inclusion of selected facilities in the draft annual and quarterly Article
VI inspection plans in coordination with the Inspectorate Division;
- Approves the inspection mandates, the letters and
memos accompanying the Final Inspection Reports, the status and closure
letters including recommendations to Management and inspected State
Parties;
- Coordinates with the Policy and Review Branch the
contribution of branch personnel in draft facility agreement preparations;
- Makes recommendations in relation to sampling and
analysis in support of Article VI inspections to the Director Verification
Division;
- Recommends policies and guidance in relation to verification
activities to the Director Verification Division;
- Acts as focal point of communication and assigns specific
tasks to the personnel of the branch in case of a challenge inspection
notified at a facility declared under Article VI of the Convention;
- Recommends, as appropriate, the development and updating
of Secure Critical Network electronic verification workflows to Director
Verification Division;
- Ensures that the global chemical industry database
is updated by assigning specific tasks to branch personnel for researching
public information sources and providing briefings to Management as
required;
- Manages or performs technical assistance to State
Parties as required;
- Provides support and/or assign branch personnel to
support the work of the Policy making organs by ensuring timely drafting
of documentation on chemical technological/industrial issues an providing
administrative assistance to facilitators in the Industry Cluster;
- Coordinates the Industry Verification Branch support
of training of Inspectors in relation to Article VI and Parts VI, VII,
VIII and IX of the Verification Annex;
- Provides Industry Verification Branch support of External
Relations and International Cooperation and Assistance Divisions with
presentations in relation to Article VI issues in support of National
Authority Training, Regional and National Seminars;
- Provides chemical technology/industry information
and advice to Management as required;
- Performs other duties assigned by the Director Verification
Division, including duties as Acting Director Verification Division
as required.

Knowledge
and skills: |
- University degree in chemical engineering or chemistry,
BS level or equivalent from an accredited college or university;
- An additional advanced degree in chemical or chemical
engineering and/or a business or management degree (MBA) would be an
asset;
- Proven record of building and managing teams and creating
an enabling work environment, including ability to effectively supervise,
mentor, train, develop and evaluate staff;
- Tact, discretion, and the ability to work harmoniously
in a multi-cultural environment;
- Strong analytical and conceptual skills;
- Knowledge of computer equipment, Windows-based word
processing and databases, spreadsheet programmes and lotus notes.

| Experience: |
•
A minimum of 15 years of hands-on, practical in-plant experience with chemical
operations in the chemical industry, involving:
a) industrial chemistry support for product development or chemical production,
and/or
b) conduct of plant operations; and/or
c) chemical process design/development and process optimisation; and /or
d) process safety activities, including quantitative risk assessment, hazard
and operability studies, auditing, etc., and/or
e) plant design or scale-up planning.
(note: time spent in chemical business management, sales and/or government
administration of chemical industry will not be regarded as qualifying as
relevant experience)
• A minimum of 2 years as manager of a chemical industrial operation.
• Experience in multiple types of chemical operations.
• Experience with multiple chemical technologies.
• International experience is desirable.

•
Fluency in English is essential and a good working knowledge of one of
the other official languages (Arabic, Chinese, French, Russian, and Spanish)
is desirable. |
