The Results report informs U.S. Department of State employees on the major management accomplishments over the past three and a half years. On August 9, 2004, each Cabinet department and major agency issued a parallel report to its employees and the Office of Management and Budget published a Government-wide report.

Secretary Colin L. Powell: “When I became Secretary, I made clear that not only was I the President's chief foreign policy adviser, but also the Chief Executive Officer of the Department, and that I would take very seriously the role of leading and managing the men and women of the Department.” 

This report illustrates how the U.S. Department of State has:

  • met ambitious goals for recruiting and hiring;
  • increased training significantly;
  • implemented new worldwide unclassified and classified IT systems ahead of schedule and under budget;
  • accelerated construction of safe, secure, and functional embassies;
  • deployed numerous security improvements both overseas and domestically;
  • created a new performance management and budgeting system; and
  • improved its financial management system substantially.
