Technical Symposia) are underway or recently completed and
provide contacts on good project prospects to further assist
U.S. firms in their pursuit of specific procurement

Asia Regional - ADB Counter-Terrorism
Technical Advisory Services
(TA)
This USTDA-funded Technical Advisory
Services contract will help to evaluate transportation
security and trade facilitation activities in the Asia-Pacific
Economic Cooperation (APEC) region for USTDA
and Asian Development Bank (ADB) funding consideration. This
assistance will also help the ADB
to prepare projects for bank lending. This
contract will identify and support trade capacity building initiatives such
as customs operations and administration, the use of information technology, and physical
infrastructure development.
TERA International Group, Inc. (TERA) will
provide assistance to help the ADB to evaluate transportation
security and trade facilitation projects for lending
consideration in areas where its expertise is currently
lacking. Such areas include supply chain security,
customs, cargo, and seafarers' identification systems.
TERA may also provide training assistance to the ADB to build
the organization's capacity for evaluating projects in these
areas. TERA will help the ADB to draft scopes of work
and budgets for projects and project preparation activities
that will be funded using international donor funds at the
ADB; provide project evaluation assistance to USTDA to help
the agency meet its $3 million pledge under the Regional Trade
and Financial Security Initiative; and provide technical
advice and assistance to USTDA, ADB, and APEC country project
sponsors in each of the following areas: project
definition and preparation, project review and analysis,
capacity building assistance, and transportation security
policy and guideline
formulation.

Ö Worldwide - APEC Regional ISPS Code
Training (TA)
USTDA received a request for technical
assistance from the U.S. Department of Homeland Security
(DHS), which plays a coordinating role within the Asia-Pacific
Economic Cooperation (APEC) on International Ship and Port
Facility Security (ISPS) Code implementation to help seven
developing APEC member economies to meet requirements of the
International Maritime Organization's ISPS Code. This
$229,946 technical assistance project will provide ISPS Code
compliance training to Chile, Indonesia, Malaysia, Papua New
Guinea, Peru, the Philippines, and Vietnam. DHS
identified the seven countries to participate in this
technical assistance. The objectives of this technical
assistance is to identify individual APEC economy maritime
transportation security improvement needs, deliver training
focused on these particular needs, and gain agreement with
participating economies on next steps to address the
needs. This trade facilitation endeavor will help to
reduce maritime security incidents, promote trade among APEC
members, and promote human capacity building and investment in
maritime
infrastructure.

- Rail Development (TA)
This USTDA-funded technical assistance
will assist the Iraq Republic Railways to achieve a Rail
Development Plan. The Plan will produce a business plan,
environmental management plan and priority investment plan and
develop recommendations regarding the manner in which the rail
sector should be organized and regulated as the sector
evolves. The Plan will help Iraq expand and modernize
its rail sector, which will increase and improve the
transportation of goods and people. The Plan will be
expected to produce results in three of the USTDA's
development indicators: infrastructure, technology
transfer and productivity improvement, and market-oriented
reform. Initial investment in the rail sector is
anticipated from the $210 million allocated for railway
reconstruction under the Emergency Supplemental Appropriation
Act.

Ö Iraq
- ICT Training for Trainers (TR)
At the request of the Coalition
Provisional Authority, USTDA is covering the costs of Training
for Iraqi Information and Communications Technology (ICT)
trainers. The training will provide instruction in adult
education techniques and ICT for 120 Iraqis. The group
of Iraqi ICT trainers will then provide vocational training in
ICT in Iraq. The training will be done on U.S. equipment
and delivered in cooperation with the Iraqi Institute for
Computing and Informatics, a university that is part of the
Ministry of Higher Education and Scientific Research's network
of institutions. This training will establish a cadre of
Iraqi ICT trainers educated in the use of U.S. equipment and
technology, which will support the entrance of U.S. suppliers
into this potentially lucrative market. The scope of
work for the project consists of three main categories:

- International Accounting Standards Training (TR)
At the request of the Coalition
Provisional Authority, USTDA is covering the costs of Training
in International Accounting Standards (IAS) for Iraqi
accountants. The training will be delivered in Amman,
Jordan, and will consist of four, four-week long industry
specific programs in IAS. Each program will train 30
Iraqi accountants. This training will help introduce IAS
to Iraq. This will encourage the development of
transparent, comprehensive and comparable financial records in
the Iraqi market. The scope of work for the project
consists of three main categories: general requirements,
analysis of implemen-tation options, and training program
implementation.

Ö Romania - Buzau District Heating
(FS)
The Buzau main district heating plant is
currently a heat-only plant that provides heat and hot water
to the city. It is equipped with two 116 MW hot water
boilers, which provide heat to the municipality and its
residents. Earlier studies had indicated that adding a
gas fired combustion turbine plant to the existing plant could
increase the district heating system's efficiency, improve
reliability of power supply, and lower consumer costs. A
USTDA grant was signed providing technical assistance to the
City of Buzau to prepare supporting documentation to establish
a public-private partnership to design, build and operate a
new combined cycle power plant. The assistance will also
determine the plant's eligibility for receiving carbon
credits. The technical assistance tasks include:
1) providing detailed project work plan and schedule; 2)
examining carbon credit feasibility and implementation; 3)
performing energy market research and contracting; 4)
constructing and refine pro forma; 5) defining regulatory
approval/permitting; 6) identifying investor
discussions/negotiations; and 7) preparing a final report.

Ö Egypt - Hazardous Waste Management
(FS)
Ministry of State for Environmental
Affairs of the Arab Republic of Egypt (EEAA) received a grant
from USTDA for a feasibility study to assess the requirements
for the Egyptian government to construct up to six hazardous
waste treatment and disposal facilities. EEAA plans to
implement the hazardous waste treatment and disposal
facilities on a build-own-operate-transfer (BOOT) basis, and
as an incentive, will offer land to prospective BOOT
contractors at no cost. The establishment of hazardous
waste management facilities will greatly enhance Egypt's
adoption of stricter environmental standards and improve the
nation's waste management infrastructure. The study will
determine the types of hazardous waste treatment and disposal
facilities required, locate the treatment and disposal
facilities, and the layout and preliminary design of one
representative treatment and disposal facility, and estimating
its capital and operating and maintenance costs. The
study will provide recommendations for design and construction
of a treatment and disposal facility in one of the industrial
areas with the largest quantity of hazardous wastes. In
addition, a small demonstration unit will be installed and
tested in that area for treatment and disposal of the
hazardous waste.
