VeriSign® and BearingPoint to Deliver VeriSign Global Billing and Payment Services

VeriSign plans to aggressively expand global reach with delivery of next-generation solution for communications service providers

CANNES, France - 3GSM World - FEB. 23, 2004 - VeriSign, Inc. (Nasdaq: VRSN), the leading provider of critical infrastructure services for the Internet and telecommunications networks, today announced a strategic relationship with BearingPoint, Inc. (NYSE:BE), one of the world's largest business consulting and systems integration firms, to deliver a next-generation billing and payments platform for the communications services industry. Based on an agreement, VeriSign and BearingPoint will coordinate sales, support, and implementation worldwide.

"The relationship with BearingPoint is about helping carriers find billing solutions in an increasingly complex industry," said Vernon Irvin, executive vice president of VeriSign Communications Services. "VeriSign and BearingPoint are committed to delivering operation-critical business solutions for communications that meet the needs of communications service providers worldwide, beginning with the release of our next-generation billing and payments platform in 2004. This relationship gives carriers a solution for all of their value-added billing and payment needs and dramatically reduces the cost and complexity of delivering compelling new services to their subscribers."

The relationship brings together VeriSign's unparalleled portfolio of communications services with BearingPoint's InfoNovaTM convergent rating and billing platform to deliver a comprehensive, integrated billing and payments solution. VeriSign global billing and payment services will meet the near-term requirements of VeriSign's wireless customers while serving as the foundation for providing advanced billing capabilities for VeriSign's expansion into new markets, including international and other service lines such as VoIP, wireline voice and data, broadband, cable, and wireless content and data.

Said Judith List, BearingPoint's executive vice president of the Communications and Content business unit: "VeriSign has combined BearingPoint's InfoNovaTM convergent billing technology with VeriSign's integrated billing and payments systems, resulting in a next-generation platform that can help carriers meet a range of customer demands from green-field operators starting with basic IP-based services, up to large telcos who want to expand their services to triple play."

VeriSign currently offers one of the first comprehensive billing solutions in the wireless industry that integrates traditional prepaid and post-paid services through a single point of entry for their carrier customers. Building on this integrated prepaid/post-pay billing and payments platform, BearingPoint's InfoNovaTM platform adds robust rating, real-time subscriber account monitoring and the ability for carriers to easily modify rates and service plans to respond rapidly to market opportunities.

Relationships such as with BearingPoint are a key component to VeriSign's business strategy as it enhances its leadership position in the domestic wireless and Internet sectors while establishing an immediate foothold on international telecommunication markets. In addition to its global presence, VeriSign selected BearingPoint for its breadth of complementary services, and for its reputation as a leader in business consulting and systems integration services to the communications market.

The companies will expand the near-term international focus of their relationship by identifying key markets in Latin America, Asia and Europe while building on VeriSign's domestic leadership in managed communication services.
