USAID FY 2003 Congressional Competitive Sourcing Report

Dear Mr. President:

On behalf of the Administrator of the Agency for International Development (USAID), I am pleased to submit the following information on its competitive sourcing activities during Fiscal Year 2003, as required by Section 647 of the 2004 Consolidated Appropriations Act.

USAID has not yet undertaken a competition to date, and after an evaluation of commercial activities suitable for competition, I have determined that no competitions should be undertaken in the current fiscal year. The Agency coordinates its competitive sourcing and strategic human capital planning to ensure, where possible, they support achievement of our goals and our Human Capital Strategic Plan for 2003-2008 includes workforce and succession planning requirements.
