USAID DEVELOPMENT COOPERATION WITH MEXICO

The objective of the U.S. Agency for International Development (USAID) program in Mexico is to develop collaborative sustainable development responses to shared problems. In addition, USAID supports cooperation with Mexico to transfer lessons learned from these joint development activities to Central America and other countries of Latin America.

USAID manages a $33 million annual program of development cooperation in Mexico. For 2003 – 2008, USAID’s program supports Mexican development and reform initiatives in the following key areas:

USAID works with a wide range of Mexican and U.S. partner organizations to implement these programs, including Mexican Federal, state and local governments, universities, NGOs, and the private sector.

Governance and Rule of Law: USAID supports Mexican initiatives to improve the responsiveness and transparency of government and its accountability to citizens. These include strengthening local governance by decentralizing authority and budget to municipalities; and promoting judicial reform and training at the national and state levels. USAID also cooperates with Mexican efforts to improve financial and administrative management in a variety of civil government functions.

Environment and Energy: USAID’s environmental program is focused on improving the management of natural resources in key watershed areas of Mexico. USAID is working with a range of U.S. and Mexican partner organizations to introduce new and improved watershed management approaches to conserve Mexico’s considerable biodiversity, particularly forestry; and to generate new economic opportunities for communities in the target watershed areas through promotion of eco-tourism, cacao, specialty coffee, community forestry, and non-timber forestry products. To promote environmental business and energy conservation businesses, USAID is collaborating with Mexico on non-polluting electrical generation by testing economically viable renewable systems and energy-efficient, non-polluting production technologies. The agency also plans to develop a regional fire management program that will augment Mexico’s capacity to reduce impact of fires on the environment, as well as to share Mexico’s expertise on fire suppression with Central American countries.

Health: Tuberculosis Control and HIV/AIDS Prevention: USAID collaborates with the national HIV/AIDS organization to improve the policy environment and delivery capacity of HIV/AIDS prevention programs in eight Mexican states. USAID is cooperating with Mexico’s Health Ministry (Secretaría de Salud) to support Mexico’s National TB Control program designed to improve planning and modernize technologies for TB detection, diagnosis, and treatment. More

Microenterprise Finance and Remittances: USAID works with Mexican partners to develop policy and supervision of the microfinance sector. This activity improves institutional capacity in selected microfinance institutions and regulatory groups and examines market demand for new services around remittances. More.

Training for Development: USAID supports the formation of new partnerships between U.S. and Mexican institutions of higher education and the private sector, and supports training and exchanges in the U.S. for young Mexicans working on economic growth and social development issues.
