Regional English Language Office

The Regional English Language Office is a part of the Public Affairs Section of the U.S. Embassy in Kyiv. The main goals of the office are to offer assistance and support to English language professionals in Ukraine, Armenia, Azerbaijan, Belarus, Georgia, and Moldova, and to enhance mutual understanding between these countries and the United States of America. These include materials for language learning, teacher training, and professional development; workshops and seminars to enhance and upgrade English language teaching; short-term American speakers and consultants; assistance with development of curricula, textbooks, and tests.

English Language Fellow Program

The English Language Fellow Program, supported by the U.S. Department of State, provides for professionally trained American teachers at universities, teacher training institutes, and related language education institutions worldwide. Fellows teach English language and conduct special projects in teacher training, methodology, and curriculum development. During the year 2004-2005, Ukraine has four English language Fellows residing in Kyiv, Simferopol, Horlivka, and Dnipropetrovsk. There are additional English Language Fellows in Baku, Ganja, Lankaran (Azerbajan), Chisinau (Moldova), Grodno (Belarus), Tblisi (Georgia) and Yerevan (Armenia).

Ukrainian Teacher Trainers

A photo of a training sessionThe Public Affairs Section sponsored the first Training of Trainers Course (TOT) in 2003. The trainers completed this training and are available to conduct training sessions at schools throughout Ukraine. They can be requested through the Public Affairs Section.



Speakers and Specialists

The English Language Specialist Program, a program within the U.S. Department of State English Language Programs Office, provides American academics in the fields of English as a Foreign Language and Applied Linguistics to schools and universities, and related educational institutions on a short term basis. The speakers conduct workshops and seminars or speak at conferences on topics such as curriculum development, teacher training and education, textbook development, English for Specific Purposes, and program evaluation.

English Teaching Resource Center in Kyiv

The English Teaching Resource Center (ETRC) is a multi-purpose pedagogical center supported by the Regional English Language Office and the Public Affairs Section of the U.S. Embassy. It functions as a lending library, a reading room and a seminar room. All teachers of English may become members. Membership is free of charge. Located at the the English Department of National University Kyiv-Mohyla Academy in Kyiv, the ETRC has an inventory of over 3000 books and 600 audio and videocassettes for teachers of English. Membership is free-of-charge.

English teaching books and publications produced by the Office of English Language Programs of the U.S. Department of State are available for purchases through the Public Affairs Section.

Regional RELO Resource Centers for Ukrainian Teachers of English

During this past year, the RELO Office has been establishing and partially supporting through book donations resource centers for teachers of English in regions outside Kyiv. Four have been opened, one more will open in the fall. They are either newly established sites, or they build on existing centers. They are open for English teachers of all levels. More detailed information is available at the sites.

English Teaching FORUM Magazine

The English Teaching FORUM magazine is a quarterly journal published by the United States Department of State for teachers of English. In Ukraine, issues of the FORUM are included in annual membership fees for TESOL-Ukraine and are distributed by the organization. Teachers may also order the FORUM directly through Alta Book Center in Burlingame. Current and previous issues of FORUM magazine can be accessed online. The Office of English Language Programs also publishes an electronic journal called the Language and Civil Society Journal which contains content-rich material for language instruction.

10th Annual TESOL-Ukraine Convention
The 10th Annual TESOL-Ukraine Convention "Communication In This Global Age" supported by Public Affairs Section of the U.S. Embassy and TESOL-Ukraine will be held at the Institute for the Humanities of the National Aviation University in Kyiv, March 3-5, 2005.

Crimean regional TESOL-Ukraine conference
Crimean regional TESOL-Ukraine conference: Cross Cultural Dialogue Through Teaching English was held in Simferopol, at Taurida National Vernadsky University, on September 24, 2004.

The 3rd TESOL West-Ukraine Regional Conference
The 3rd TESOL West-Ukraine Regional Conference: Modern Trends in Teaching and Studying English in Ukraine was held in Khmelnytsky, on October 29, 2004.

Summer Institute for Teachers of English in Primary and Secondary Level Schools in Ukraine, Armenia, Azerbaijan, Belarus, Georgia, and Moldova
Summer Institute for Teachers of EnglishJune 13-18, 2004: Alushta, Crimea From June 13-18, 2004, the Regional English Language Office, Public Affairs Section of the U.S. Embassy held a Summer Institute for teachers of English in primary and secondary schools in Ukraine, Azerbaijan, Armenia, Belarus, Georgia, and Moldova. The Summer Institute was held in Alushta, Crimea.
Summer Institute for Teachers of EnglishFifty teachers were selected to attend the Summer Institute, which focused on improving teachers' knowledge of communicative methodology. The lead trainers were Caroline Linse, Fulbright lecturer in Minsk, Belarus, and Kitty Johnson,Teacher Trainer with OSI in Baku, Azerbaijan. Additional sessions were held by Senior English Language Fellows Ann McAllen, John Silver, and Chuck Crowther, and Ukrainian teacher trainer Natalia Stasiuk.

TOEFL Library Award Celebration TOEFL Library Award CelebrationOn March 23 the Public Affairs Section of the U.S. Embassy and the English Department of the National University Kyiv-Mohyla Academy hosted an Open House at the PAS-sponsored English Teaching Resource Center to celebrate the receipt of the TOEFL Library and Resource Center Award. The English Teaching Resource Center in Kyiv is one of the first recipients of the Library and Resource Center Award given by the Educational Testing Service. This award recognizes libraries around the world that provide exceptional service for English language learning. Over 100 teachers of English from different schools and Universities came to see new books on foreign language testing and language teacher education. RELO Patricia Sullivan gave a presentation of the collection, which will now be accessible to all ETRC users and has already generated a great interest among teachers.
