plus: Partnerships for Learning Undergraduate Studies Program logoThe Partnerships for Learning Undergraduate Studies (PLUS) Program reaches a broad sector of college age youth who exhibit academic excellence, leadership potential, and a desire to enhance relations between the United States and their home countries who traditionally may not have access to American higher education. PLUS students receive intensive English language training and pre-academic preparation before enrolling in an undergraduate studies program leading toward a Bachelor of Arts degree.

The Partnership
The Bureau of Educational and Cultural Affairs, U.S. Department of State, sponsors the PLUS Program and coordinates with the America-Mideast Educational and Testing Services, Inc. and the Academy for Educational Development to provide a program designed to introduce participants to American culture, society, and values while receiving a quality undergraduate education. Joining the partnership is a variety of colleges and universities in each geographic region of the United States and their local communities who will host the PLUS students during their program.

PLUS Participants
The PLUS Program is an open, merit-based competition. A binational selection committee in each country reviewed applications and nominated the candidates who were selected by an independent regional panel in Amman, Jordan. Over 70 students representing 12 countries from the Middle East and North Africa were selected in 2004.


PLUS Iraq participants gathered in Arbil on March 18 for a pre-departure orientation and reception. Representatives from CPA Baghdad, CPA Arbil, and AMIDEAST discussed study in the U.S., American culture and society, and the program design.
