| Tenth Session of the Conference of the Parties to the UN Convention on Climate Change (COP-10)
At the Conference, the United States will seek to advance the Administration's message that robust scientific research is needed to better understand global climate change, that technology provides the best path forward to address this long-term issue, and that partnerships among key countries and with the private sector are fundamental to meeting common climate change goals. The United States is implementing an aggressive and comprehensive climate change policy with the objective of reducing domestic greenhouse gas emissions relative to the size of the American economy. The President's policy also continues the U.S. leadership role in supporting vital climate change research, laying the groundwork for future action by investing in science, technology, and institutions. In addition, the U.S. strategy emphasizes international cooperation and promotes collaboration with other nations to develop an efficient and coordinated response to global climate change. In taking practical action at home and abroad, the United States is advancing a pro-growth, pro-development approach to addressing this important global challenge. The tenth Conference of the Parties to the United Nations Framework Convention on Climate Change will take place in Buenos Aires, Argentina, December 6-17, 2004. Under Secretary of State for Global Affairs Paula Dobriansky will head the U.S. delegation.
