| Foster Fellows Visiting Scholars ProgramThe William C. Foster Fellows Visiting Scholars Program provides an opportunity for active participation in the arms control, nonproliferation, and disarmament activities of the Department of State by scholars from across a range of disciplines. The U.S. Department of State conducts an annual competition for selection of visiting scholars to participate in State activities during a given academic year. The program is named for the first Director of the Arms Control and Disarmament Agency (ACDA) that originally offered the fellowship, and recipient scholars are known as William C. Foster Fellows.
