Deputy Secretary Armitage (Dec. 20): "[In February 2004] Haiti was in flames; her cities exploding with rage...the situation had so deteriorated that we made the decision to evacuate our people. The three men we honor today were part of a team who carried out that order.... Secretary Powell (Dec. 16): "...he advised me that some 6,000 Iraqi personnel have been trained in the conduct of the election and over 130,000 have been identified to actually run the various polling stations.
