Freedom Of Information Act (FOIA)

Welcome to USAID's Freedom of Information Act web site. This area is designed to provide you with information pertinent to retrieving publicly available information from the Agency.

Follow the links at right for various FOIA-related resources. The links below are also valuable sources for USAID information.

The Automated Directives System (ADS)
Formerly the USAID Handbooks, the ADS is available to those who would like to research the Agency's policies and procedures.

The USAID Business site is your one-stop place for finding important information to get you started. USAID awards approximately $4 billion dollars each fiscal year in federal contracts and grants. Contracts are awarded primarily for technical assistance but also for commodities and/or equipment, transportation services and occasionally, construction. Grants are awarded for a variety of programs --- some recurring (e.g., Food for Peace grants and other grant programs exclusively for Private Voluntary Organizations) --- and some for unique non-recurring programs. All contracts and grants issued ultimately support objectives of that part of the U.S. foreign assistance program managed by USAID.

Inspector General
The USAID Inspector General heads an independent organization responsible for audits and investigations relating to USAID's programs and operations.

Iraq Reconstruction Contracts
Scanned PDF files of the redacted contracts for reconstruction and development work in Iraq.

Small and Disadvantaged Business Utilization
The Office of Small and Disadvantaged Business Utilization/Minority Resource Center (OSDBU/MRC) is the Agency's advocate for U.S. small businesses, small disadvantaged businesses, and women-owned small businesses. Contains material such as the "Guide To Doing Business With USAID."

Development Experience System: USAID's Institutional Memory
The DEXS is maintained by the USAID Development Experience Clearinghouse (DEC). The Clearinghouse acquires, catalogs, and archives Agency development experience documentation and disseminates it to the worldwide donor community and the public.

Budget & Strategic Planning
This web site contains links to various publications (i.e. Performance Reports, Annual Performance Plan, Budget Justification) and partner seeking program information, guidance and other information to facilitate your work with USAID.
