The Family Liaison Office celebrated 25 years of service to the Foreign Service community at our 25th Anniversary reception, held March 18, 2003 in the Benjamin Franklin Room at the Department of State. Secretary of State Colin L. Powell hosted the event and spoke to the assembled crowd of 200. Other speakers included FLO Director Faye Barnes, AAFSW member Lesley Dorman, Oral Historian Jewell Fenzi, and Director General of the Foreign Service and Director of Human Resources Ruth A. Davis. Mrs. Gay Vance, wife of the late Secretary of State Cyrus R. Vance, was honored for her contribution to FLO's founding in 1978 and for her contribution to the oral history of spouses in the Foreign Service. A copy of program remarks are posted on the FLO Intranet web site.  

A 56-page special edition of the FLO Focus chronicals FLO history, its beginnings, the start of the overseas Community Liaison Office Program, and the people who contributed to FLO's successes, was compiled in March 2003. In March 1977, the Association of American Foreign Service Women prepared the Report on the Concerns of Foreign Service Spouses and Families. Based on recommendations in the report, the Family Liaison Office was created in 1978 as a part of Management in the Department of State with the mandate of responding to the needs of Foreign Service families as they try to cope with the disruptions caused by a mobile lifestyle and service abroad. From the beginning, FLO has worked to expand family member employment opportunities, to provide education counseling, to assist with reentry to the United States after a tour abroad, and to provide information and referral services on regulations, allowances, divorce, separation, evacuation, and emergency assistance. With a staff of 14, the Family Liaison Office continues to fulfill its mandate.
