On Monday, June 28th, 2004, the Coalition Provisional Authority transitioned governing authority to the Interim Iraqi Government (IIG). Diplomatic relations between the United States and Iraq were established and a U.S. Embassy opened. The Iraq Reconstruction Management Office (IRMO) was established by National Security Presidential Directive (NSPD) 36 to facilitate the transition in Iraq. The IRMO is a "temporary organization" within the Department of State established pursuant to 5 U.S.C. 3161, which includes authority for hiring temporary employees. Employees appointed under this authority are hereinafter referred to as "3161 employees" or "3161s." U.S. citizenship is required for this appointment. Individuals hired under this authority are federal government employees; they are generally assigned to Washington, DC, subject to overseas deployment to Iraq.
