The Global Contraceptive Commodity Programme
(GCCP) is a mechanism that allows UNFPA to keep buffer stocks
of essential contraceptives and Reproductive Health Kits at suppliers
premises, which reduces the delivery times substantially. The
GCCPs main objective is to enable UNFPA to respond immediately
to emergency requests from developing countries. Through the GCCP,
potential disruptions to national contraceptive provision programmes
may be kept at a minimum and stock-outs can be avoided.
UNFPAs Procurement unit has been supplying
contraceptives under the GCCP programme to various countries since
1996. UNFPA is working with suppliers who are keeping stocks of
reproductive health commodities at their premises free of charge
to UNFPA.
The procurement of stock supplies for the GCCP
are financed through a revolving fund, which is managed
by UNFPAs Procurement Services Section as a trust fund.
UNFPAs contribution to the fund amounts to US$ 5.0 million.
The fund may be supplemented by donations from Governments and/or
funding agencies with the agreement of the Executive Director.
The main commodities kept in stock under the
GCCP are contraceptives such as condoms, injectables, IUDs, implants
and oral pills. In addition, UNFPA has developed 16 Reproductive
Health Kits containing basic commodities to allow comprehensive
reproductive health services to be offered for people in emergency
situations, e.g. temporary displacement due to natural disaster
or war. The kits are divided into three categories; Block 1 consist
of six subkits for the support of a population of 10,000 people
for three months. Block 2 consist of five subkits with supplies
for 30,000 people for three months. The Block 3 kits are to be
used at the referral/surgical obstetric level and compose of two
kits sufficient to support 150,000 people for three months. The
kits contain, among others, commodities for management of the
complications of abortions, safe delivery, STDs, suture and cervical
and vaginal tears and blood transfusion.
