A Plan to Increase Participation by Historically Underutilized Businesses in the Procurement of Goods and Services POLICY It
is the intent of the Board of Trustees of Brunswick Community College
to encourage and promote equal opportunities for Historically Underutilized
Businesses (HUBs) in order to foster more diverse
participation in all aspects of procurement and contracting opportunities
at DEFINITIONS Historically Underutilized Businesses (HUBs) are businesses: A. In which at least 51 percent of the business, or the stock in the case of a corporation, is owned by one or more minority persons (MBE), women (WBE), or disabled persons (DBE-O), and B. Of which one or more minority persons, women, or disabled persons control the management and daily business operation. A Minority Business
Enterprise (MBE) is a business that is owned and controlled at a minimum
of 51 percent by one or more minority persons. The term “minority
persons’ means a person who is a citizen or lawful permanent resident
of the A.
Black, that is, a person
having origins in any of the black racial groups in B. Hispanic, that is. a person of Spanish or Portuguese culture with origins in Mexico, South or Central America, or the Caribbean Islands, regardless of race. C.
Asian-American, that is,
a person having origins in any of the original peoples of the Far East,
Southeast Asia, the Indian subcontinent, or the D.
American Indian or Alaskan
Native, that is, a person having origins in any of the original peoples
of A Women Business Enterprise (WBE) is a business that is owned and controlled at a minimum of 51 percent by a non-minority woman or women. A Disabled Owned Business Enterprise (DBE-O) is a business owned and controlled at a minimum of 51 percent by a non-minority handicapped person or persons. Handicapped persons shall include those individual with physical, mental and visual disabilities.
