The Consumer Credit Act 1974 requires most businesses that offer goods or services on credit or lend money to consumers to be licensed by the Office of Fair Trading. The Consumer Credit Act regulates most second charge mortgages. Therefore, it may be that as well as requiring authorisation from the FSA, you may also need a consumer credit licence for activities covered by the Consumer Credit Act 1974.
