CLEOC stands for "CONSOLIDATED LAW ENFORCEMENT OPERATIONS CENTER". It is a web based reporting system used by the USMC. It works much like WINSTARS. According to the message (091530Z DEC 03) all commands, shore and afloat, are supposed to be on the system by 01JAN04.
