State Board of Education
In November 1998, Florida's citizens voted to change the Board of Education from
the seven-member Cabinet to a Board made up of seven members
appointed by the Governor. The mission of the Board is to oversee the seamless
education system which governs Florida's K-20 educational system.

Florida Board of Governors
The Board of Governors consists of 17 members, 14 of whom are appointed by the
Governor. In addition to the 14 members appointed by the Governor, the Board of
Governors automatically includes the Commissioner of Education, the Chair of the
Advisory Council of Faculty Senates and the President of the Florida Student
Association. The Board of Governors coordinates the State University System and
supports the roles of the 11 individual University Boards of
Trustees.
University Boards of Trustees
The thirteen trustees include six members appointed by the Governor, five members
appointed by the Board of Governors, the Chair of the Faculty Senate, or the equivalent,
and the Student Body President.
Higher Education Funding Advisory Council
A council established to study and make findings regarding
the demand for and funding of postsecondary education and to recommend improvements to the
current system based upon empirical data
and its findings that will increase access,
improve quality, minimize costs, and meet
state critical workforce objectives.
K-20 Accountability Advisory Council
An advisory council that made recommendations to
the Commissioner and State Board of Education on K-20 performance measures, standards,
measurements, reporting, and rewards and sanctions linked to performance.
One Florida Accountability Commission
The One Florida Accountability Commission is a review
commission which monitors the implementation of the One Florida plan and other
diversity efforts.
Commission for Independent Education
The Commission consists of six Florida residents, each representing a
specific type of independent educational institution. The Commission oversees matters relating
to independent postsecondary education institutions.
Advisory Council on Educational Facilities
The State Board of Education, at its April 15, 2003 meeting, established the
Advisory Council on Educational Facilities. The Council was assigned specific charges
relating to the review of K-20 facilities planning and budgeting processes and
alternatives to minimize construction of additional facilities. The Council is to
complete a review and develop recommendations for revisions in these processes
and proposed creative alternatives to minimize construction of additional facilities.
Universal PreK Advisory Council
Amendment No. 8 of section 1(b) and (c), Article IX of the State Constitution requires the creation of a voluntary, free
prekindergarten education program for 4-year old children in Florida. The 2003
legislation enacting the constitutional amendment (CS/CS/SB 1334, SB 534 and SB 360) (view bill history and analysis) requires the State Board of
Education to report to the Governor and the Legislature on the proposed
standards and design elements of the new program.
