Biography
John's experience in senior governmental posts and as an attorney in the private sector, in Texas and Washington, D.C., have given him a unique perspective and expertise in handling complex state and federal environmental and other public policy issues.

For eight years, John worked in the Texas Governor's Office and in the White House. From 2002 to 2004, John served as President Bush's Federal Environmental Executive, chairing a White House task force that worked with federal agencies to improve their environmental stewardship, using such tools as management systems. In 2001 and 2002, as the Senior Associate Director for the White House Council on Environmental Quality, John was the Chairman's deputy for policy and assisted in developing the Bush Administration's environmental, natural resource, and energy policies. He led the Bush-Cheney 2000 Transition's environmental team and, as a volunteer, helped draft campaign policies and the Republican National Committee's 2000 Convention policy on the environment, natural resources, and energy.

From 1996 to 2000, John was Governor Bush's Environment and Natural Resources Policy Director, where he crafted policy initiatives and assisted with significant environmental legislation, including SB 1, 75th Session (water supply), HB 3019, 75th (clean air), SB 766, 76th (clean air), and SB 7, 76th (electric restructuring and clean air).

Before his public service, John gained significant expertise in the private sector, practicing environmental law for eight years with two major international firms in Washington, D.C. and Texas. He counseled industries, financial institutions, and local governments on compliance and enforcement, cleanups, liability, cost recovery, property damages, permitting, rulemakings and financial transactions.

John is a sought-after speaker and has authored many articles on environmental issues.
