WASHINGTON Oct. 13, 2004 — Medical milestone or privacy invasion? A tiny computer chip approved Wednesday for implantation in a patient's arm can speed vital information about a patient's medical history to doctors and hospitals. But critics warn that it could open new ways to imperil the confidentiality of medical records.
The Food and Drug Administration said Wednesday that Applied Digital Solutions of Delray Beach, Fla., could market the VeriChip, an implantable computer chip about the size of a grain of rice, for medical purposes.
With the pinch of a syringe, the microchip is inserted under the skin in a procedure that takes less than 20 minutes and leaves no stitches. Silently and invisibly, the dormant chip stores a code that releases patient-specific information when a scanner passes over it.

U.S. Cybersecurity Chief Abruptly Resigns

WASHINGTON - The government's cybersecurity chief has abruptly resigned from the Homeland Security Department amid a concerted campaign by the technology industry and some lawmakers to persuade the Bush administration to give him more authority and money for protection programs.
Amit Yoran, a former software executive from Symantec Corp., made his resignation effective Thursday as director of the National Cyber Security Division, giving a single's day notice of his intention to leave. He kept the job one year.
Yoran has privately confided to industry colleagues his frustrations in recent months over what he considers the department's lack of attention paid to computer security issues, according to lobbyists and others who recounted these conversations on condition they not be identified because the talks were personal.

Mount St. Helens Erupts After 18 Years

MOUNT ST. HELENS, Wash. - Mount St. Helens, the volcano that blew its top with cataclysmic force in 1980, erupted for the first time in 18 years Friday, belching a huge column of white steam and ash after days of rumblings.
"This is exactly the kind of event we've been predicting," said U.S. Geological Survey scientist Cynthia Gardner.
Still, the eruption was nowhere near what happened 24 years ago, when 57 people were killed and towns 250 miles away were coated with ash.
About 20 minutes after Friday's eruption, the mountain calmed and the plume began to dissipate.
The eruption was so short-lived that the ash appeared to pose no threat to anyone. No evacuations were ordered, and there was no sign of any lava pouring from the volcano.
The steam cloud rose from the southern edge of a 1,000-foot-tall lava dome in the volcano's crater. Steam frequently rises from the crater, but the 8,364-foot peak had not erupted since 1986.
For the past week, scientists have detected thousands of earthquakes of increasing strength — as high as magnitude 3.3 — suggesting another eruption was on the way.

Strong earthquake strikes central California

PARKFIELD, Calif. (AP) — A strong earthquake struck Central California on Tuesday, and it was felt from San Francisco to the Los Angeles area, according to the U.S. Geological Survey. There was no immediate report of injuries.
The quake, which struck at 10:15 a.m. PT, had a preliminary magnitude of 5.9 and was centered 9 miles south of Parkfield. The area is 17 miles northeast of Paso Robles, scene of an earthquake that killed two people in December 2003.
An aftershock of 5.0 magnitude struck four minutes later.
Paso Robles police said there were no immediate reports of damage or injuries.

Debates - Bush, Kerry Take Pre-Debate Study Break

NEW YORK — President Bush and Sen. John Kerry plan on laying low Tuesday as they prepare for the first of three debates that could tip the presidential election.
While the rivals meet Thursday in Florida, they're reviewing the issues and studying potential debate answers in different parts of the country -- Bush at his ranch in Crawford, Texas, and Kerry in the battleground state of Wisconsin.
On Monday, both men accused each other of a lack of clarity on Iraq. In a campaign stop in Iowa, Bush portrayed Kerry as indecisive on the war, and Kerry accused the president of "still trying to hide" from voters the extent of what remains to be done in Iraq.

Hurricane Jeanne Plows Northward, Drenches Georgia

MELBOURNE, Fla. - Hurricane Jeanne tore a fresh path of destruction as it marched up storm-ravaged Florida. The fourth hurricane in six weeks shut down much of the state and prompted recovery plans on a scale never before seen in the nation.
By 11 a.m. EDT Monday, the center of the storm was over southwestern Georgia, about 15 miles east-northeast of Albany. It was moving north near 12 mph and was expected to turn to the north-northeast and move over the Carolinas.
"This is the price we pay for living in paradise," said Phyllis Cole, laughing at her predicament as she waited along with about a dozen others Monday on a promise that a Home Depot store in Stuart would reopen. Everyone wanted the same thing: a generator. None were in stock, but the manager thought some were on the way.
