Deputy Secretary Zoellick Visit Devastated Aceh Fishing Village
During his visit to Aceh, U.S. Deputy Secretary of State Robert Zoellick visited the community of Lamteungoh to view USAID’s Community-Based Recovery (CBR) program. CBR is a long-term partnership with individual communities. The CBR project is helping communities to identify and prioritizes their needs so that they can lead the recovery and reconstruction process. Communities are engaged in quick-start cash-for-work activities, selected and prioritized by the community as a whole. While in Lamteungoh, Deputy Secretary Zoellick talked to villagers about their priorities, including the building of community centers, the need for recreational areas for kids, and the clearing of land for cultivation of subsistence crops. CBR has dispersed approximately US$1.62 million in ‘entry grants’ to 53 communities, aimed at injecting much-needed income into villages, generating hope, and motivating villages to develop the future of their village.

Reconstruction of the Banda Aceh to Meulaboh Road
During Deputy Secretary Zoellick’s visit, the U.S. Government and the Government of Indonesia signed an MOU for the reconstruction of the 240 kilometer Banda Aceh to Meulaboh road on May 8, 2005. The Banda Aceh to Meulaboh road is the economic backbone of the region and connects Aceh Province with the rest of North Sumatra and Indonesia. Assistance from the U.S. Government and USAID will help rebuild this essential infrastructure and the lives of thousands of people who lost their homes and livelihoods. Joining Deputy Secretary Zoellick at the signing ceremony was the Indonesian Public Works Minister Kirmanto, Rehabilitation and Reconstruction Agency Director Kuntoro Mangkusubroto, Acting Aceh Governor Abu Bakar, U.S. Ambassador to Indonesia Lynn Pascoe, and USAID Mission Director William Frej.

AID in Action

Sermons Address HIV/AIDS
On April 27, 2005, USAID/Indonesia and Muhammadiyah, the second largest mass-based Muslim organization with over 35 million members across Indonesia, launched a “Book of Sermons on HIV/AIDS Prevention” for use in Friday prayers. These sermons address a variety of issues related to HIV/AIDS, including life style responsibilities of the individual and the family, how best to engage youth, and the need for compassion and for reducing stigma and discrimination for those living with HIV/AIDS. In the Spotlight

USAID responds to March 28 Earthquake
On March 28, a magnitude 8.7 earthquake struck near the island of Nias, 200 km off the Sumatran mainland, killing at least 500 people and triggering tsunami alerts around the Indian Ocean. Local media report that the earthquake damaged or destroyed as many as 80 percent of the buildings on the islands of Nias and Simeuleu. With the memory of the December 26th earthquake and tsunami still so vivid, thousands of people fled their homes in Indonesia, Malaysia, Thailand, India, and Sri Lanka following tsunami warnings. Three hours after the quake, tsunami alerts were scaled down.

Emergency relief efforts and the delivery of humanitarian assistance are ongoing in the affected Indonesian islands. On March 29, USAID provided an additional $100,000 for emergency relief supplies. In addition, USAID staff is conducting damage assessments in Nias and Simeulue islands. According to the United Nations, there is sufficient food and other relief materials available on Sumatra to respond to the emergency on the affected islands, and 20 search and rescue teams are on standby in the region.
