Georgia's Congestion Relief Program

Overview

On April 14, 2004 Governor Sonny Perdue introduced the Fast Forward Congestion Relief Program to address Georgia’s growing congestion problems. Fast Forward is a comprehensive 6-year, $15.5 billion transportation program that will relief congestion and spur economic growth through the acceleration of existing projects. The Fast Forward Program will allow Georgia to do in 6 years what would otherwise take 18 years to complete.

This program would also add capacity to Georgia’s highways and include critically needed improvements to make the existing highway network operate more efficiently.


 

Participating Agencies

The Georgia Department of Transportation is the principle agency charged with implementing this program in cooperation with the following:

 

Defining and Locating Congestion Areas

Congestion can be defined in different ways.

  • Anticipated/Current Traffic Volume vs. Roadway Capacity
  • Duration of Congestion on a Facility

Project Selection

Projects are selected for acceleration under the Fast Forward Program to provide short term and long term congestion relief and improve economic development statewide.

Funding

The Fast Forward Program will be funded using the following:

  • Grant Anticipation Revenue Vehicle (GARVEE) bonds
  • Guaranteed Revenue Bonds (GRB)
  • General Obligation (GO) bonds
  • Federal funds

There are numerous activities that must occur to move a project from concept to construction. These activities vary depending on the type of project.
