celebrate the completion of a series of first ever
public candidate debates for the 2003 National
Election. During
the campaign period prior to the July 2003 national
elections USAID supported activities which helped
to develop “a
Culture of Peaceful Dialogue” between political
parties.

| Early Victories for Cambodia's Newest Union |

Workers
from Cambodia’s finest hotels hold an election to elect
leaders for the newly formed tourism union. The new
union launched a campaign for employees of a major
hotel to be allowed to keep the tip money paid by guests. Through
arbitration, the employees of this hotel won
the right to keep tips. The settlement was
the first of its kind
in Cambodia.

| Court
of Appeals Rules in Favor of Indigenous Land Reclamation |

A
lawyer prepares court documents for members of
an indigenous tribe as they prepare to appeal
their case to the Court
of Appeals in Phnom Penh. The provincial court
had granted a judgment in favor of a prominent
General
who had allegedly “sold” the land for private
purposes—even
though he did not have a title. The villagers,
represented by a USAID funded legal aid provider,
appealed to the
Court of Appeals. On August 6, 2003, the Court
ruled in favor of the villagers by nullifying
the General’s
