Objective

Following President Aristide's departure on February 29, 2004, USAID immediately provided critical support to the Interim Government of Haiti (IGOH) for restoring essential services such as electricity, sanitation, health and food delivery systems to Haiti's most vulnerable and at risk populations. Although Haiti is beginning to stabilize, the devastation of Haitian society's social and economic environments during the protracted political crisis requires significant donor support to help further restore and sustain a climate of peace and security, revitalize Haiti 's tattered economy, and improve conditions for democratic processes to take place, including fair and free elections scheduled for the fall of 2005.

USAID aims to provide immediate support to the IGOH for emergency needs in key sectors for essential government services. Support will also be provided to a number of Ministries in the form of technical assistance, training and the purchase of commodities and services.

Activities

Planned activities to be undertaken under the program include:

  • Subsidy of the printing, production and distribution of school books for the 2004-2005 academic year;
  • Support the efforts of the IGOH to provide reliable electricity, and collect and dispose of solid waste;
  • Rehabilitation of the main seaport at Port-au-Prince . USAID is supporting the IGOH to comply with the International Ship and Port Security Code by procuring equipment and the provision of security training for port officials;
  • Support the establishment of an anti-corruption unit in the Minister of Finance. This unit will strengthen the existing Financial Fraud Unit;
  • Key ministry support. Support ranges from provision of commodities (office supplies and equipment, computers and other machines, generators and vehicles) for 12 ministries, to technical assistance for seven ministries and building rehabilitation at the Ministry of Justice;
  • Elections assistance to support development of political party poll watchers, public opinion polling, and non-violent political participation programs to reinforce the integrity of the political process in Haiti; and
  • Disaster mitigation and reconstruction activities in the departments of Haiti affected by the flooding in 2004.

FY 2004 Results

  • 600,000 primary school students benefited from the provision of school book subsidies;
  • USAID provided fuel to generate at least 8 hours of electricity per day for a period of 10 months, and the removal of approximately 600 cubic meters of solid waste per day; and
  • Completed the security assessment of the port.

Anticipated FY 2005 Results

  • Ten Haitian experts will be hired to work in professional areas of need in seven ministries;
  • USAID will replace equipment and supplies stolen or destroyed in 2004 will allow ministries to respond more effectively to demand;
  • Computers and necessary equipment for Internet wireless connectivity in five key ministries will be provided;
  • $4 million in school uniforms and supplies will be provided; and
  • $2 million of upgrades to thermal units at two power plants in Port-au-Prince will be provided.
