Training for Legislative Assembly Members


Greater citizen participation in government is a key to a functioning democracy. USAID supports Legislative Assembly efforts to establish outreach offices that serve as conduits for citizens to make their concerns known to their representatives. Three such offices have been put in place; two more are in the planning stage. The three offices received 4,569 visits from the public during 2001, a 500% increase in use over the previous year. Future interventions include an orientation

seminar for the new deputies elected in next year’s Legislative Assembly elections as well as the development of a hotline program for use by citizens with their elected officials.

USAID/El Salvador also is working to strengthen civil society organizations that can serve as advocates of the Salvadoran people on a variety of subjects such as anti-corruption, environmental protection, etc. Ten grants were provided to such organizations last year, encouraging active citizen participation in national governance. Finally, to promote increased transparency, USAID is supporting Government of El Salvador efforts to put in place an ethics code for public employees and to establish a government-wide ethics office.

Elections Administration: With USAID support, the new National Registry of Natural Persons (RNPN) database was completed in 2001. In anticipation of its use in future elections, the RNPN commenced issuance of the new secure, single identity cards (DUI), an activity for which USAID provided $7.5 million of financing. By providing for more accurate rolls, the new electoral registry and identity cards will heighten transparency and security in future elections. Over 1.8 million single identity cards have been issued.
