Unknown individuals are using email and various cover organizations to deceive African NGO leaders. On November 21, three Malagasy health professionals from a local Malagasy NGO came to the Consular section at U.S. Embassy Antananarivo to apply for a visa. Before paying the MRV fee, they cautiously showed the Consular assistant documents from an organization they feared was stealing their money. A review of available internet-based materials seems to confirm their suspicion.
