Secretary's Travel to Europe
Secretary Rice traveled to Germany, Romania, Ukraine and Belgium December 5-9, 2005. Her visit highlighted the enduring importance of transatlantic relations and U.S. efforts to partner with Europe to address common challenges around the globe. Upon her departure, Secretary Rice talked about the legal standards that should apply in the treatment of detained terrorists. [more from the trip]

The Organization for Security and Cooperation in Europe
Under Secretary Burns (Dec. 5):
"The OSCE is a vital platform for advancing the cause of human freedom.... As OSCE participating States, we recognize that freedom, human rights and democracy are not limited to those who speak a particular language, or are part of a particular culture, or ethnicity.
