The English Language Fellow Program

The English Language Fellow Program provides American professional expertise in teaching English as a foreign language by sending American experts on ten-month fellowships to overseas academic institutions to advance the Department's mutual understanding objectives; enhance English teaching capacity overseas in order to provide foreign teachers and students with the communications skills they will need to participate in the global economy; improve foreign teachers' and students' access to diverse perspectives on a broad variety of issues; and give foreign teachers and students information that will enable them better understand and convey concepts about American values, democratic representative government, free enterprise, and the rule of law.

Since the events of September 11, 2001, the English Language Fellow Program has become a major public diplomacy tool for combating terrorism and democracy building. More than 400 English language professionals have conducted programs in over 80 countries. Some of the projects are:

  • EFL Classroom Teaching
  • Teacher Training
  • In-Service and Pre-Service Training
  • Curriculum Development
  • Workshop and Seminar Design
  • Testing
  • Program Evaluation
  • Needs Assessment
  • English for Specific Purposes (ESP)

As appropriate in the institutions where the Fellows work, they may introduce contemporary issues (civic and environmental education, health and current events). They model and demonstrative EFL classroom practices that help create thoughtful and responsible behavior in students (critical thinking, problem-solving, decision-making, etc.).

During academic year 2005-2006, over 130 EL Fellows are serving in 67 countries. A list of the placements can be obtained from the School for International Training.

Fellowship Levels:

English Language Fellows are graduates who have received their TEFL/TESL M.A. degrees within the past seven years and who may or may not have prior overseas teaching experience. Fellows serve as full-time teacher of English of English as a Foreign Language (EFL). Normal teaching duties are 20 contact hours per week with additional work in pre-service and in-service training, curriculum development and testing. Together these duties should not exceed 40 hours per week and should not include administrative work.

Senior English Language Fellows are experienced teacher trainers who have an M.A. or higher degree in TEFL/TESOL or a closely related field and who have significant overseas teaching experience. Fellows serve as fill-time teacher trainers and participants in the following program-related activities: teaching English for Specific Purposes (ESP) in a variety of professional fields, designing English as a Foreign Language (EFL) curricula materials, conducting program evaluation and testing, and organizing workshops and conferences.

Eligibility Requirements:

  • Applicants must be citizens of the United States.
  • Fellow applicants must have received a Master's degree in TEFL/TESL within the last seven years.
  • Senior Fellow applicants must have previous overseas teaching experience and a Master's degree or higher in TEFL/TESL or a related field.

Fellowship Period:

Assignments are for a ten-month period. Fellows begin their assignments in September, following a pre-departure orientation conference in Washington, DC.

  • Living allowance supplement to cover housing, utilities, food, and local transportation.

  • Medical coverage up to $50,000 per illness or injury
