Field Operations Guide

The
Field Operations Guide contains information on general responsibilities for disaster responders, formats, and reference material for assessing and
reporting on populations at risk, DART position descriptions and duty checklists, sample tracking and accounting forms, descriptions of USAID/OFDA
stockpile commodities, general information related to disaster activities, information on working with the military in the field, and a glossary of
acronyms and terms used by USAID/OFDA and other organizations with which USAID/OFDA works.
FOG version 4.0 has been updated and improved to include new information on a variety of current topics. For example, new and updated sections
address humanitarian protection, safety and security issues, working with the U.S. military, and working with USAID/OFDA’s Response Management Team (RMT).
The FOG also has been cross-checked by technical specialists to ensure consistency with Sphere guidelines, and has been updated to reflect the current
USAID/OFDA organizational structure.

Guidelines for Grant Proposals &
Reporting
The OFDA Guidelines for Grant Proposals & Reporting manual
is intended to assist organizations in the preparation of
proposals for new grants and grant modifications and their
submission to the Office of U. S. Foreign Disaster Assistance
(OFDA). It lays out considerations relevant to the grant proposal
review and award process, and outlines the main components
of a grant proposal. Several annexes provide additional information
on indicators for assessing program performance, the importance
of context, linking relief to development, and geographic
information.

Guidance Cable (FY 2006)
Provides general guidance to all posts concerning support
from USAID's Office of U.S. Foreign Disaster Assistance
within the Bureau for Democracy, Conflict, and Humanitarian
Assistance (DCHA/OFDA) before, during, and after the occurrence
of natural and man-made disasters in Fiscal Year (FY) 2006.

Livestock Guidances
Livestock owners in many developing nations are at serious
risk of losing animals to natural and human-caused disasters.
Devastating losses to animal herds can be attributed to lack
of food, dehydration, disease, severe cold, or fighting and
looting. Because the reason for animal loss is so different
in each of these cases, the responses of aid agencies to each
of these various disasters must be situation-specific, and
must often incorporate a range of multi-sectoral interventions.

Mitigation Practitioners
Handbook
The Mitigation Practitioners Handbook provides a reference
to assist in planning effective interventions to respond to
emergencies.
Emergencies include natural disasters, such as earthquakes,
floods, or drought, and complex situations where tension and
conflict exist, productive systems are disrupted, and social
services are unavailable.

Minimum Technical Information Requirements
MTIRs are available to assist in assuring coverage of key points
in proposals that include the following sectors:
Agriculture and Food Security, Health,
Nutrition, Hydrometeorology, Shelter, Water and Sanitation
MTIRs will be periodically updated to incorporate comments
from the user community.
NGO Bi-annual Conference Proceedings
The 22nd Biennial Conference brought together members of the
NGO community, donors
and non-traditional humanitarian responders such as the military
to jointly explore how to
meet new challenges. OFDA appreciates all who participated in
the discussions and
provided insight into these new challenges.
