Homeland Security Begins Overseas
The S/CT Ops Directorate is responsible for coordination with the Department of Defense (DoD), and specific coordination to ensure DoD plans, policies, and activities conform to and advance national CT policies and objectives.  S/CT Ops is the primary interpreter of and advisor on DoD counterterrorism concepts and proposals for Department of State Principals, Bureaus, and Chiefs of Missions. S/CT OPs also acts as the Focal Point Control office for DoD Special Category Programs.  S/CT Ops coordinates all National level Special Operations Forces (SOF) deployments overseas, assists with all documentation and approvals for deployment, and is a primary participant, planner, and overseer of National level SOF overseas exercises. The FEST is the U.S. Government's only interagency on-call short-notice team poised to respond to terrorist incidents overseas.

Additional S/CT Ops responsibilities are to participate in the Counter Terrorism Security Group (CSG), Hostage Policy Subgroup, and co-chair, with the Bureau of Diplomatic Security, the Interagency Athletic Events Security Coordination Group.

  
Highlights

Crisis Management Cell. S/CT Ops employs the Crisis Management Cell (CMC) of the Army Reserve Unit (for) Consequence Management.  During monthly drills, annual training periods, and while mobilized, CMC soldiers are specially selected and trained to support S/CT Ops.  Through this training, the CMC develops a one-of-a-kind military capability that directly supports the FEST as well as ongoing counterterrorism operations, exercises, activities, and projects.
