ARCTIC WEATHER CONDITIONS
HAMPERED COARSE ANGLING LAST WEEK
The weather has been relatively dry recently
with
bitterly cold arctic winds and local snowfalls. This has all
changed at time of writing with milder conditions accompanied by
heavy rain which is expected to rise water levels once again.
We have just received a report of a 400lb catch
of roach and other coarse fish on the River Inny recently . We
are checking out the details which were apparently published in
the Angling Times - more on this story later.
The coarse angling year is now winding down fast for 2005 as
we commence December. We don't expect much angling activity for the
remaining part of the season and look forward to 06. Any
worthwhile news we receive will be posted here. Meanwhile the Central Fisheries Board
Coarse fish policy review group met in Mullingar last week.
There were plenty of submissions from interest groups and
individuals. Michael Flanagan angling correspondent, Mullingar fills us in on some of the lively
discussion which took place at the workshop.

CONSULTANTS PROPOSALS - PRESS RELEASE DATED OCTOBER 17th, 2005

WATERWAYS IRELAND AND THE CENTRAL FISHERIES BOARD LAUNCH A SERIES
OF CANAL ANGLING GUIDES: Waterways Ireland and the Central
Fisheries Board work closely together to promote the excellent angling
opportunities along the Canals in Ireland. This joint collaboration
resulted in the production of handy reference guides that contain
concise and up to date information to enable anglers to enjoy fishing
to the full. The Guides include maps, illustrations, descriptions and
comprehensive directions to angling locations and match stretches
along with details on parking, pegs, towpaths and other information
required by coarse anglers. This is the first time that this
information has been compiled in a handy reference style booklet. The
guide will be distributed free of charge to all angling centres in

ANGLERS ASSISTANCE REQUIRED IN OTTER AND MINK SURVEY CONDUCTED BY THE
WILDLIFE ECOLOGY GROUP TRINITY COLLEGE DUBLIN:
The wildlife ecology group of Trinity College
Dublin are using dead otters and mink to study the dynamics of Irish
otter and mink populations. If you see an otter or mink note its
location and/or pick up the body and keep it cool (preferably in deep
freeze). They will then arrange to collect it from you and are

RECREATIONAL
ANGLING IRELAND 2005: Why not give fishing a try?
A series of one day angling sessions led by experts will be held
throughout Ireland during the summer of 2005. Each session will run
from 11am to 4pm. Each session will begin with a talk on safety, the
environment, and good waterside manners. It will concentrate on
instruction in specific types of angling appropriate for each
particular location - sea, coarse, game.
After lunch (which can be purchased at most locations or bring your
own) there will be an opportunity to get hands on experience with
rods, tackle etc. and weather permitting demonstrations / fishing on
suitable waters.
There is no charge for instruction and numbers are limited on a
first come / first served basis. Booking form is available at the

CHANGING TIMES IN THE COARSE ANGLING
WORLD ...
The Mullingar Park Hotel was
the venue for the Coarse Fish Policy Review Group
meeting
last Thursday November 24th. This
workshop really opened the eyes of many a coarse angler and
some of the Guest speakers really got the points across both
good & bad. This week we will try and give you some idea of
what was discussed at the Coarse Fish Policy Workshop.
Submissions were received from sixty six angling clubs,
organizations etc involved in angling here in Ireland, and
there were seventeen submissions sent from England. I think
it's very important local anglers see these submissions as
some they might have a bearing on our angling here in
Westmeath. Here are some key issues which emerged from the
submissions in no particular order.
COARSE ANGLERS SUBMISSIONS....
Killing of coarse fish for food or for sale,
Decline in national Coarse fish stocks, decline in Bream & rudd
stocks, Catch & release policy for coarse fish, Pollution and
general water quality issues - point source/diffuse-Eutrophication
-Synthetic oestrogen, Access and infrastructure, create access to
new and existing fisheries-provide a suitable
infrastructure-repair maintain and upgrade existing facilities,
Invasive species, angling licence,
research-stock assessments-factors influencing fish decline
movements etc-interactions with indigenous fish
species-requirement for specimen waters, Lack of sufficiently
detailed angling information-guides-maps-coarse angling advisers
in each region. Poor communication between anglers and fisheries
boards, education-signage in different languages, bye-laws
available to public, gardai, etc. aspects of the biology & ecology
of coarse fish, code of practice for anglers. Legal netting (fyke
and long line). Predators-cormorants & mink. Cease gill netting by
fishery boards, Cease development of carp fisheries, Representation of coarse anglers on fisheries boards, Breeding
programmes for bream & Rudd and Tench, Aquatic and riparian weed
control, Over fishing certain areas and at crucial times (eg-spawning),
Development of specimen waters, Transfer of coarse fish within
Ireland. High insurance coasts. Designate fisheries and managed
accordingly. Need for managed fisheries (Stock ponds). Urban
fisheries for youths.
As you can see there is a lot of "food for
thought" in these submissions which were presented last Thursday
in the Mullingar Park Hotel, If any reader would like a copy of

GUEST SPEAKERS.....
Dr Joe Caffrey C.F.B. chaired the meeting and
welcomed all anglers to Mullingar, and he really appreciated
the large turnout on the day. Paul Burke (Information officer
C.F.B.) gave a detailed account of angling returns from the 2005
season. The stated perch & dace fishing was on the up during
2005, plus there are plenty of specimen carp in for verification
by the Irish Specimen Fish committee. On the local scene the
Royal Canal and River Inny producing good bags of roach. However
he did stress that he only receives the good reports. If an
angler has a bad day it's not reported. In these changing times
anglers are getting lazier now they just want to park up and
fish. At one time you would walk miles to get to their favourite
"Hot Spot". Other people who spoke included Pat Doherty who
looks after the legislation of coarse fish in Ireland. Brendan
Coulter (Hon-secretary) National Coarse Fishing Federation of
Ireland. John Connolly representing the Coarse Angling Action
Group. John was joined by Stephen Mc Cormack, and Enda Hickey
also members of the CAAG. There is a web site where you can

. Dr. Leo Foyle MRCVS U.C.D. gave a brilliant insight into fish
related diseases and stressed all anglers should report fish
caught with disease marks etc. Dr Robert Rosell (DARDNI) Aquatic
Systems Group Northern Ireland gave an account of life in our
waterways. Terence Gilbert represented the UK Coarse Anglers and
addressed the meeting on subjects which are effecting coarse
anglers visiting Ireland. To get further information on the

MULLINGAR COARSE ANGLERS....
Next Sunday Mullingar coarse anglers will be in
action, they are holding a competition on the Royal Canal near
Ballina Bridge. Draw for pegs will be at 9-30 with fishing from
10.30 am-2-30 pm. The club is going from strength to strength and
on Friday night December 9th they will hold a Christmas night in
the ZU-Bar. All welcome to attend both events and new members
