Accountant/Controller Sentenced for Stealing USAID Funds

Washington, D.C. - The Inspector General for The United States Agency for International Development (USAID) announced that Michael Steiger, 41, of Stafford, Virginia was sentenced on January 17, 2006 in United States District Court before the Honorable Colleen Kollar-Kotelly to one year probation, including six months of home detention and 150 hours of community service. The sentence followed Steiger's September 26, 2005 plea of guilty to interstate transportation of stolen and fraudulently obtained property in violation of 18 U.S.C. Section 2314. The guilty plea and subsequent sentence resulted from Steiger's theft of $58,337 from his former employer, Management Sciences for Development, Inc. (MSD), a Washington, D.C. based company that provides services in foreign countries pursuant to contracts with the USAID.

According to the statement of offense agreed to by Steiger and the government, between September 2000 and February of 2002, Steiger, who was then the accountant/ controller of MSD, stole funds from an MSD operational expense account by causing checks totaling $58,337 to be issued payable to himself. Steiger thereafter took the checks from MSD's offices in the District of Columbia to Virginia where he deposited them into his personal bank account. After discovery of the theft, Steiger made full restitution to MSD.

In announcing the guilty plea, USAID Inspector General Donald Gambatesa commended Assistant United States Attorney John Griffith of the United States Attorney's Office, District of Columbia, for his assistance in this investigation.
