Policy Framework for Bilateral Foreign Aid
To implement transformational diplomacy through development, USAID has adopted a new policy framework. This policy affirms that USAID will seek to use bilateral foreign assistance to build toward a safer, more secure, democratic and prosperous world to enhance our own national security. Implementing this policy will make U.S. bilateral aid more effective and better coordinated with other U.S. Government policies and programs. It puts countries at the center of their own development, with bilateral foreign aid in a supporting role.
USAID's policy framework identifies and elaborates five core strategic goals for foreign aid:
- Promote Transformational Development
- Strengthen Fragile States
- Support Strategic States
- Provide Humanitarian Relief
- Address Global Issues and Other Special, Self-standing Concerns
It provides the overarching framework for USAID strategies and policies and for USAID strategic planning, budgeting and programming.
The Policy Framework for Bilateral Foreign Aid brings together the insights and innovations of previous publications, including Foreign Aid in the National Interest, U.S. Foreign Aid: Meeting the Challenges of the Twenty-first Century [PDF - 325kb] (also known as the White Paper), USAID's Fragile States Strategy [PDF - 325kb] and At Freedom's Frontiers: A Democracy and Governance Strategic Framework [PDF - 346kb] . The framework inscribes in policy USAID's change in strategic direction. It positions USAID in broader discussions of the role of foreign aid not only in the United States, but around the world with our many partners in development. It also serves as an agenda for the work that will be needed to make the policy fully operational. The policy will guide USAID as we take up the development mandate for the betterment of others and for our own national security.
