Lifeline Service and LinkUp Assistance

GCI offers local service discounts for qualified customers who may need some assistance in order to receive basic telephone service.
Lifeline Service
Lifeline Service provides an individual residential line, 911 service, access to operator services, long-distance (unless toll blocking is selected), access to directory assistance, and toll blocking. Under this plan, the $6.50 FCC Subscriber Line Charge is waived, and you also get a discounted basic phone line for $1.00. Toll blocking can be provided at no charge. Additional features available, but not covered under discount.
LinkUp Assistance
LinkUp Assistance offers a 50-percent discount (up to a maximum of $30) on applicable non-recurring service connection charges, including Premises Visit charges and Line Extension charges.
How Do You Qualify?
To qualify for Lifeline Service and Link-Up Assistance, a customer must meet the following requirements:
- Customer must participate in one of the following programs:
Supplemental Security Income (SSI) Food Stamps Medicaid Federal Public Housing Assistance Low-Income Home Energy Assistance Program Aid to Families with Dependent Children (AFDC) Adult Public Assistance (which includes aid to the aged, blind and disabled) BIA (Bureau of Indian Affairs) General Assistance Tribally Administered Temporary Assistance for Needy Families Head Start (meeting qualifying income standards) National School Lunch Program's Free Lunch program

Any other social services assistance program administered by the state or federal government but not specifically listed, could be eligible. A formal request will need to be submitted to the RCA, but the customer will not be eligible until tariff approval. If you get a customer inquiring about another program's eligiblity, please get the name of the program and forward to the Local Marketing Specialist.

As of January 2005, customers can qualify for Lifeline Assistance if they fall with the following income levels (not exceeding the level amount allowable for number of family in household):

Documentation of income must be provided in one of the following forms:
A previous year's state or federal tax return
A current income statement from an employer or paycheck stub
A statement of benefits from the U.S. Social Security Admin.
A statement of benefits from the U.S. Dept. of Veterans Affairs
A retirement or pension statement of benefits.
An unemployment or worker's compensation statement of benefits
A federal or tribal notice of letter of participation in general assistance
A divorce decree or child support document
Any other official document issued by a provider of income to document income.
