April 3, 2003: Frisco RoughRiders "Play Ball!" Thirteen months after breaking ground, the
City of Frisco’s "field of dreams" becomes a reality. On April 3, 2003 Frisco celebrated the
inaugural season opener for the Frisco RoughRiders at the new, city owned Dr Pepper/Seven Up
Ballpark. The City of Frisco "teamed up" with the Frisco Independent School District (FISD),
Southwest Sports Group (SSG) and Mandalay Sports Entertainment to open the ballpark, which
is home to the Double-A affiliate of the Texas Rangers. The Dr Pepper/Seven Up Ballpark seats
8,800 with overflow in the berm for 1,200, not to mention 27 luxury business entertainment suites.
It is the first ballpark in history to feature its bullpens surrounded by seats, behind first and third
bases. Other special features include an LED display across the outfield wall, measuring 240
feet wide by 7 and half feet tall and outfield seating for 300 folks in "the Corral". The state-of-theart
ballpark cost $28 million to build. The city’s portion was $22.7 million. The difference was
paid for by SSG. Frisco’s "field of dreams" is located at the northeast corner of State Highway 121
and the Dallas North Tollway. City leaders estimate the developments will have an economic
impact of more than a $100 million each year.
April 2003: Frisco Scores "Goal"; Approves Plans To Build MLS Soccer Complex
Frisco will soon be home to Major League Soccer’s Dallas Burn – as well as thousands of young
soccer players and their fans. The City of Frisco, the FISD, Collin County and Hunt Sports Group
are teaming up to build a $65 million soccer facility, featuring a 20,000 seat stadium; 17 soccer
fields, serving amateur players; and a 600-seat stadium and turf field dedicated to high school
soccer and football. The future one-of-a-kind soccer facility will be located at the northeast corner
of the Dallas North Tollway and Main Street (formerly F.M. 720) – in the heart of downtown
Frisco. Anticipated opening date is 2005.
August 2003: Frisco scores "power play"! Dr Pepper StarCenter Opens -- home to Dallas
Stars training-practice facility; "Texas Tornado" and Kurt Thomas’ Gymnastics Center
In August 2003, the City of Frisco celebrated the grand opening of the Frisco Dr Pepper
StarCenter, which is training headquarters for the Dallas Stars; the home of Junior League
Hockey’s, "Texas Tornado"; and the Kurt Thomas Gymnastic Center. The state-of-the-art facility,
which broke ground in May 2002, is estimated to have an economic impact of more than $63
million over the next ten years for our fast growing community. The city owned, $20-million facility
includes two, NHL-size ice arenas -- including the Deja Blue Arena, which seats 4,200 hockey
fans. The facility is located near Dallas North Parkway and State Highway 121, next to the Dr
Pepper/Seven Up Ballpark. The public-private partnership resembled that of the "team" involved
in building the ballpark, with the City of Frisco "teaming up" with Southwest Sports Group to build
this "cool" facility.
Frisco is the
first city in the country to adopt the EPA’s "Energy Star" program requirements as minimum building standard for new homes. (May

Council approves Frisco Square! Frisco Square is a 145-acre town center designed to be
extension of current downtown. The mixed development -- located west of the railroad tracks and
bordered by FM 720, Cotton Gin Road, Dallas North Tollway -- already features town homes and
apartment living with retail, commercial and office on the way. In all, the development will
eventually feature 1.7 million square feet of office and retail space, plus 400 town homes.
Frisco and its Fire Department receive HIGHEST insurance rating! In November 2000, Frisco
was the second city in Texas to achieve a Class #1 rating from the Insurance Services Office
(ISO). To date, Frisco is one of only six cities in Texas – and among only 45 cities in the country
with a #1 ISO rating. (March 2005)
