The Office of Global Support Services and Innovation in the Bureau of Administration (A/GSSI) coordinates the State Department's efforts to improve the delivery of support services to our 260 overseas posts. The Acting Under Secretary for Management established A/GSSI by merging the Bureau of Management's Model for Overseas Management Support (MOMS) Task Force and the Bureau of Administration's Center for Administrative Innovation (A/CAI) on April 11, 2005.
A/GSSI works in four broad areas:
- Business Process Re-Engineering - We partner with service providers at posts and in the Department's regional and functional bureaus to improve service quality and rightsize overseas presence by:
- Moving support work to safer and lower cost regional and central locations.
- Promoting information technology solutions that improve service delivery.
- Identifying best practices in shared services operations and promoting their wide implementation.
- Performance Measurement - We partner with posts and bureaus to develop and implement effective measures of service efficiency and effectiveness.
- Quality Management Systems - We support posts and offices in implementing quality management systems such as ISO 9000.
- Shared Services - We coordinate strategic planning for State Department providers of shared services working in the International Cooperative Administrative Support System (ICASS).
Our vision is built on five pillars:
1. Customer Focused Management - Making the customer's needs the top priority. 2. Quality Management through Metrics - Building transparent measures into our service processes that will demonstrate results, successes and bottlenecks. 3. Standardization and Innovation - Standardizing the many processes common to all posts in order to free service providers to focus on innovating to better meet customers' needs and contain costs. 4. Partnership - Only through wide collaboration among service providers will post receive the best support possible. 5 . Do It, Prove It, and Share It - Move beyond studies to implementation and results.
