Biography
Jeff's practice focuses on mergers and acquisitions, project development and finance and corporate finance and capital markets transactions, with an emphasis on cross border and privatization transactions in the energy and telecommunications industries in Europe, the Middle East and North Africa. Jeff has represented developers, corporate issuers and acquirers and their advisors in numerous cross border transactions. He also has substantial experience in the areas of project bond financings and public and private debt restructurings.
Jeff is the head of the firm's London Office and co-head of its Dubai Office and Middle East and North Africa Practice Group. He also serves on the firm's Practice Management Committee and Corporate Governance and Compliance Committee and is a member of the firm's Project Finance and Development, International, Private Equity, Corporate Finance and Securities, and Mergers and Acquisitions Practice Groups.

Mergers and acquisitions - Represented the financial advisors and lenders in a $375 million financing for the acquisition of a Norwegian company
- Represented a Middle Eastern private equity group in its acquisition of a large stake in a European/American industrial concern
- Represented a U.S. energy company in the sale of its gas storage assets in England
- Represented a U.S. telecommunications company in the sale of its European fibre optic ventures
- Represented a U.S. outsourcing company in its joint venture/acquisition negotiations with a unit of a German telecommunications company
- Represented a U.S. telecommunications company in negotiations to sell/merge some of its European subsidiaries
- Represented a U.S. public utility holding company with substantial international operations in its merger with another U.S. public utility holding company with international operations
- Represented a U.S. chemicals company in its formation of a joint venture with a Dutch subsidiary of an international chemicals company
- Represented a U.S. utility in its takeover of a European electric company
- Represented a U.S. specialty chemicals company in its acquisition of the Dutch subsidiary of a German chemicals company
Privatization - Represented a telecommunications infrastructure company in connection with the privatization and acquisition of broadcast and telephony infrastructure in Italy
- Represented a telecommunications infrastructure company in connection with proposed acquisitions of state-owned telecommunications infrastructure in Finland, Czech Republic, Switzerland, Portugal and France
Projects - Represented an international energy project developer in the creation of a public funding structure for multiple projects
- Represented the developer in the first project financing of a merchant power plant in the United Kingdom
- Represented the developer in one of the first pooled project bond financings
- Served as project counsel to the sponsor of an LNG project in the Middle East
Capital markets - Represented the issuer or underwriter in numerous capital markets transactions
