Under Secretary for Public Diplomacy and Public Affairs


U.S. engagement in the world and the Department of State's engagement of the American public are indispensable to the conduct of foreign policy. The Under Secretary for Public Diplomacy and Public Affairs, Karen Hughes, is laying the foundation for public diplomacy for the long term by implementing a comprehensive strategy based on three strategic objectives:

  • Offer people throughout the world a positive vision of hope and opportunity that is rooted in America's belief in freedom, justice, opportunity and respect for all
  • Isolate and marginalize the violent extremists; confront their ideology of tyranny and hate. Undermine their efforts to portray the west as in conflict with Islam by empowering mainstream voices and demonstrating respect for Muslim cultures and contributions
  • Foster a sense of common interests and common values between Americans and people of different countries, cultures and faiths throughout the world

Remarks at the Baker Institute for Public Policy
Secretary Hughes (March 29): "I truly believe that there is no more urgent challenge for America's national security and for the future of all the world's children than this task of reaching out to the rest of the world to foster common interests and values and confront common threats together." International Conference on Faith and Service
Under Secretary Hughes (Mar. 22):
"As we promote interfaith understanding, we must also promote the bedrock on which it rests: freedom of religion...It's sometimes called "the first freedom." The right to worship is a fundamental human right, enshrined in international increments such as the Universal Declaration of Human Rights, which America strongly supports. [full text]

Travel to South and Central America
Under Secretary Karen Hughes accompanied Secretary Rice to the inauguration of Chilean president-elect Michelle Bachelet on March 11.  From there, she traveled with the Secretary to Brazil and then went on to Colombia, Panama and El Salvador.
