The Winema National Forest is managed under the guidance of a Land and Resource Management Plan (Forest Plan) that was completed in 1990. The Forest Plan for the Fremont National Forest was completed in 1989. Since completion, both plans have been amended several times. Implementing the plans involves the identification, analysis and implementation of projects. Watershed Analyses are performed to gather and interpret information about the land and resources for areas smaller than the whole forest. The difference between the desired conditions of the land and resources as specified in the Forest Plan and the actual conditions identified in the Watershed Analysis sometimes lead to projects that are intended to achieve the desired conditions. Projects may also arise from requests from the public or other agencies. Projects that are under development are listed in the Schedule of Proposed Actions. Projects typically require the development of Environmental Analyses (Environmental Assessments or Environmental Impact Statements). When project development work is complete a Decision Notice is issued. Interested people may Appeal these decisions. If all issues are satisfactorily resolved, projects can be implemented. Monitoring is performed as a final check that projects are, in fact, properly implementing the Forest Plan.
