Biography
Alex is a member of the firm's worldwide Project Finance and Development Practice Group and has extensive experience in energy and infrastructure projects. Prior to joining Vinson & Elkins, Alex was a solicitor in the Energy and Projects Group of a leading U.K. law firm.
Alex has had experience of a broad range of energy-related projects and transactions, acting for developers, lenders, governments, regulators, and publicly, privately and state-owned companies.

Experience
- Represents a multinational telecommunications company in the $255 million financing of new infrastructure in Nigeria secured by offshore oil reserves
- Represented a U.S. based global energy company on the development of power generation projects in West Africa, including advising on, drafting, and negotiating power purchase, interconnection, fuel supply, and government support arrangements
- Represented another U.S. power corporation on the development of U.K. and European power generation projects, including structuring, negotiating, and drafting fuel supply arrangements
- Advising a U.K. energy company on the development and financing of offshore gas fields in the Republic of Ireland, including drafting and negotiating gas sales arrangements, advising on gas transportation and regulation, and negotiating project financing and security documentation
- Advising on gas transportation and supply issues, and on gas and electricity trading and regulation, in relation to U.K. power generation and gas processing facilities
- Represents European energy companies on the acquisition and development of windfarms in the U.K.
- Representing various project developers in the acquisition and sale of interests in project companies in the U.K., Africa, Europe, and Turkey
- Advising a global energy company on gas transportation arrangements relating to development of a major project in India
- Representing energy companies in the completion of various syndicated and bilateral credit, trade finance, and project finance facilities
- Seconded to the London office of a U.S. power corporation advising on many aspects of the development, financing and construction of an 800 MW CCGT power project (over the seven months up to and including financial close), and advising on the development of other European power projects
- Assisted in advising the main U.K. gas transporter in all its key commercial, contractual and regulatory arrangements for the transmission of gas by pipeline
- Advised numerous other participants in the U.K. gas and electricity industries on their contractual arrangements and on regulatory issues
- Advised the state-owned electricity utility of Croatia on one of the first independent power projects in the country, including assisting in the preparation of the request for proposals, power purchase agreement and government support package, negotiating documentation with possible participants and evaluating proposals
- Advised, as part of a team, the U.K. electricity regulator on the implementation of new electricity trading arrangements in England and the reform of the electricity pool
- Advised the energy regulator in Northern Ireland on regulatory matters and the appropriate exercise of its statutory powers
- Advises a number of energy companies in the acquisition and disposal of oil and gas assets in the North Sea and Middle East
- Advised project sponsors in relation to the development of a power generation project in Turkey
- Advises on various company acquisitions and disposals and on general company/commercial issues
