USAID Missions and Bureaus that wish to develop and fund country or region specific grant making programs without taking on all the management burdens these may entail can do so through Community REACH's Rapid-response mechanism Community REACH provides this rapid mechanism with a short procurement time frame to put resources directly into the hands of NGOs and community-based organizations (CBOs) working on HIV/AIDS. The program also assumes administrative responsibility for awarding and monitoring local grants, while missions and bureaus retain substantial technical involvement.
