This document outlines the Library’s metadata strategies for assigning metadata to resources hosted on the National Library of Australia Web site. The aim of assigning such metadata is to enhance access to resources on the site through the Library's own Site Search facility and through services such as the Commonwealth Government Search Engine.

The strategy has been developed to ensure the Library meets its online obligations as a Commonwealth agency. These are detailed in: Government Online: the Commonwealth Government's Strategy, April 2000. Specifically, in Strategic Priority 1, (iii) Online Information Service Obligations ; and in Strategic Priority 2, (iv) Metadata Standards.

Strategies

Standards

The Library will use the Australian Government Locator Service (AGLS) metadata standard for the description of resources published on its Web site. Metadata will be embedded in the resource using HTML 4.0 as the record syntax.

In addition, the Library will continue to insert the standard HTML metatags Title and Description for use by search engines; and will use a local Element: NLA.Harvest to flag resources assigned metadata that will be included in a Harvest file for use by services such as the Commonwealth Government Search Engine.

The Library hosts a number of services (for example, PictureAustralia, MusicAustralia) at separate domain addressses from the www.nla.gov.au site). To enable metadata for these services to be included in the Harvest file, addresses will be maintained on the NLA Web site for each service, with redirects to the target server.

General Principles

The Library will assign metadata to the following categories of information on its public Web site:

Exceptions

Catalogues, indexes and directories will be treated as service entry points for resource discovery purposes. Metadata inside the Library’s catalogues, indexes and directories will not be searchable through the Library’s site search facility or by other search engines.

The PANDORA archive will be treated as a service entry point and the content of the archive will not be searchable through the Library’s site search facility or by other search engines.

AGLS metadata will not be created for the Library’s finding aids but these will be searchable through the Library’s site search facility and by other general search engines. The Findings Aids home page will be treated as a service entry point and have its own search facility.

Subject gateway services based on a database application such as the Indexes & Databases service and PADI will be treated as service entry points with their own search facility. The database record schema will be mappable to Dublin Core but will not be directly searchable through the Library’s site search facility.

AGLS metadata will generally not be assigned to image files. The Pictures Catalogue, the Library catalogue and services such as PictureAustralia will be the primary entry points for digital copies of collection items.

Granularity

Generally, resources on the Library’s Web site consisting of multiple files that deal with a discrete subject, function, activity or service need only have AGLS metadata assigned at the title or collection (index page) level. For example, AGLS metadata need only be assigned at the title page level for the Library’s annual report. Reports for specific years do not need to have their own AGLS metadata as the title level record will allow users to navigate to the relevant report. In addition, within each report, there is no need to assign AGLS metadata to individual files making up the report.

Title and description metatags should still be assigned to all files on the Web site.

Examples of resources that will receive more detailed indexing using metadata at file level include Gateways and Staff Presentations and Papers. As a formal online serial publication of the Library, Gateways will be assigned metadata at title page, issue and article level. Gateways will be structured so that each discrete article is published as a separate file that can have its own associated metadata. Staff presentations and papers have a similar unique authorship and character that require their own associated metadata. The Relation element with the qualifier "isPartOf" should be used to make it clear that the files form part of a larger resource.

Generally, resources that include the Relation qualifier "IsPartOf" will not be eligible for inclusion in the AGLS Harvest file

Announcements

An announcement of a formal publication of the Library that is not available online may be a candidate for its own metadata. If so, the metadata should describe the announcement, not the publication, and the Relation element with the qualifier "References" should be used to describe the publication. There is no need to use the Availability element as availability refers to the publication, not the anouncement, which will contain information about availability as part of its content.

Similar guidelines apply to announcements of exhibitions or events as against online exhibitions or events themselves, which would have their own associated metadata.

Roles and responsibilities

The Web Services Branch will maintain guidelines for assigning AGLS metadata and ensure appropriate tools and training courses are available for staff performing markup to include metadata to the standard required by these guidelines.

Where the Web Services Branch takes on responsibility for markup it will also take responsibility for assigning metadata to the document.

The Web Services Branch will exercise quality checks of metadata created by staff and develop strategies for retrospective conversion of the site to current standards.


Element-Specific Guidelines

These guidelines are based on the Australian Government Locator Service (AGLS) Manual for Users (Version 1.2) - August 2000.

As the first element in the HTML header for a document being assigned AGLS metadata, insert a link element that points to the version of AGLS being used: <LINK REL="Schema.AGLS" HREF="http://www.naa.gov.au/recordkeeping/gov_online/agls/1.2">

AGLS definition:

The name of the person or organisation primarily responsible for the content of the resource

NLA Guidelines:

National Library of Australia will be the default creator for all documents published on the NLA Information Server (unless it is a document hosted on behalf of another site).

Use the GOLD Directory as the authority for DC.Creator where the creator is the National Library of Australia or another Commonwealth Government entity and use the X500 database structure as follows: 'c' for country; 'o' for the organisation (jurisdiction); and 'ou' for all smaller organisational units.

Where the creator of a document is not the National Library or another Commonwealth government entity, use value component sector with the value non=government. Use the AGLS value component of corporateName for non-NLA creators associated with the document. Separate multiple occurrences with semi-colons.

National Library of Australia will be the publisher for all documents published on the NLA Information Server unless it is a document hosted on behalf of another site.

Where the publisher of a document is not the National Library or another Commonwealth government entity, use value component sector with the value non=government. Use the AGLS value component of corporateName for non-NLA creators associated with the document. Separate multiple occurrences with semi-colons.

Generally, you would not record the designer of the resource as a contributor, as design is a standard component of production.

Transcribe directly from the title of the resource. Where a major link on our site to this resource uses another title for any reason, you may wish to record this as an alternative title. Record alternative titles using the DC qualifier alternative

A standard HTML title should also be included for every file on the site.

Where needed to facilitate bookmarking, the HTML title should be qualified by "National Library of Australia"

Use SCHEME="APAIS Thesaurus"

Assign terms from the APAIS Thesaurus. Use sparingly to enhance access through the site search facility and Government search engine. Include personal names organisation names etc. that form the subject of an item in the DC.Description rather than using them as subject terms.

Use the terms as they appear in the Thesaurus including punctuation and capitalisation and separate multiple terms with semi-colons.

DESCRIPTION

Element name: DC.Description
AGLS definition:

A textual description of the content and/or purpose of the resource.

NLA Guidelines:

Qualifiers and schemes will not be used.

Provide a small abstract that indicates the purpose and scope of the document or service being described. Focus on its purpose as part of the brief display in the result set that helps the user decide whether to access the resource. For pages consisting mainly of links, the abstract can be constructed based on the terminology of the links.

Do not include a full stop at the end of description.

The HTML meta element Description should also be used and should include the same content as used for DC.Description. NB The META DESCRIPTION element should not be included within the AGLS metadata block. Instead, add it as the last element in the HEAD.

LANGUAGE

Element name: DC.Language
AGLS definition:

The language of the content of the resource.

NLA Guidelines:

Default to en, using SCHEME="RFC3066".

RELATION

Element name: DC.Relation
AGLS definition:

Identification of other resources that are related to the current resource, and the type of relationship.

NLA Guidelines:

Do not go overboard with this element. For instance, seriously consider not assigning metadata to lower level pages of a resource rather than making work for yourself indicating relationships.

If you do use this element, use one of the AGLS defined qualifiers to indicate the type of relation, but use it in one direction only (isPartOf, isVersionOf, isFormatOf, references, isBasedOn, requires, replaces). The other direction can remain implicit.

Use isFormatOf to link resources that have been disseminated publicly in multiple formats, for example, Word, HTML and PDF versions of a tender document.

For an online related resource or a link to metadata for the related source, use the Identifier and the appropriate qualifier with SCHEME="URI".

Cite offline related resources through a properly constructed citation rather than using the AGLS qualifiers, eg. Government Assistance Scheme for Film Makers, Department of Arts, 1988

NLA Guidelines:

Use the following AGLS-defined qualifiers: jurisdiction, spatial, temporal

We will put Commonwealth of Australia in the Home Page metadata for this field to cover jurisdiction coverage for the whole site.

In addition, use this element sparingly for spatial and/or temporal coverage, in cases where this is central to the content. Use SCHEME="ISO 8601" for date encoding and SCHEME="LCSH" for geographic names.

Include Australia in coverage for services that are Australian in scope; for example, Australian Libraries Gateway, Kinetica Web.

Use qualifier created for each resource. If you need to insert any other types of dates, use the appropriate qualifier in multiple occurrences of the field. Qualifiers: created, valid, available, issued, modified

modified should be added each time the content of a resource has been changed, but only if you wish to maintain a document history. If you do not need to maintain a document history, treat significant changes to a resource as a new version of the resource with it own date of creation, and follow the Library's policies and guidelines for managing for persistence.

Note that the values in DC.DATE.CREATED and DC.DATE.MODIFIED will be indexed by the site search facility to enable users to limit a search to resources added or modified within a given period. If the change is insignificant or it is the nature of the resource to be updated on a regular basis do not use DC.DATE.MODIFIED or change the date of creation.

If you wish to have the resource marked up for access but do not wish to release it until a given date, use qualifier valid and assign start from the DCMIPeriod scheme as a prefix to the date. For resources with content likely to expire or become out-of-date within a 12 month period, use qualifier valid and assign end from DCMIPeriod. Resources without an end date will be subject to the standard 12 month review process to be implemented 1999/2000.

issued should be used if you need to distinguish the date created from the date the document is made formally available on the Web.

Dates for ongoing publications or serials such as the Annual Report and Gateways should be indicated using the DCMIPeriod scheme as follows (pending final approval of the DC.Date Working Group's recommendation). For the starting date (qualifiers created or issued) use start as a prefix to the date; and for publications issued serially but which are no longer being published include end and date as well. Separate the start and end components with a semi-colon. start can also be used for ongoing services such as Images 1 and the catalogue, with the date the service commenced online generally being the date used, with end used to indicate that a service is no longer being updated.

This advice will change when we have a better understanding of how we will implement persistent identifiers on the site.

If the resource has an ISBN or ISSN enter this in a multiple occurrence of the field with the appropriate scheme name.
