Mutual Societies
From 1 December 2001 the FSA took over the functions of the Central Office of the former Registry of Friendly Societies and those of the Assistant Registrar for Scotland.
These functions include:
- registering new industrial
and provident societies; registering and recording documents on
behalf of industrial and provident societies;
- registering and recording documents on behalf of friendly
societies and certain other types of mutual societies registered
under the Friendly Societies Act 1974;
- registering and recording documents on behalf of building
societies;
- registering and recording documents on behalf of credit unions.
Service standards
Our service standard for mutual societies is to register 80% of valid applications within 15 working days. Since we receive a large number of applications each year and need to examine each carefully please ensure any application is submitted in good time, particularly if you have a preferred registration date in mind. Keeping you informed
- The starting fee to register a new industrial and provident society using unamended model rules has been reduced from £100 to £40.
- The annual return forms for mutual societies are now available.
- A letter has been sent to all industrial and provident societies regarding the Co-operatives and Community Benefit Societies Act 2003.
- The FSA Mutuals Register is provided online to enable societies and consumers to conduct ad hoc searches for mutual societies.

Periodic fees for 2005/06
Societies that are already registered should note that there are no separate fees for individual registration events such as rule amendments, recording of charges or for filing annual returns.
Once registered, societies now only pay one fee each year - a periodic fee.
Invoices in respect of the periodic fee for 2005/06 will be sent out in September. Any society that has not received its invoice by 30 September 2005 should contact the FSA in one of the ways set out on the Fees Contacts page.
