Visitor, Disabled, and Special Events Parking
2.1 Designated Parking
At the entrance to the parking lots are signs
which designate the type of reserve parking.
The signs are displayed as follows: faculty/staff blue
sign labeled Faculty/Staff Parking; student
parking gold sign labeled Student
Parking; Carpool parking green sign
labeled Carpool Parking. The on-street parking
has a curb marking with blue or gold. Again,
blue is for staff/faculty and gold is for
students. Drivers should double-check the
space in which they park because within these
parking areas are 24-hour reserve spaces,
loading zones, and disabled spaces. Parking
within the area and lots shall be in designated
spaces only (between two parallel white lines).
Parking in any other area or manner shall
be designated as NO PARKING ZONE.
Some NO PARKING areas are:
A. Any area specified by a yellow curb or
intermittent yellow markings with the words NO
PARKING in black lettering.
B. Areas where sidewalks intersect streets.
C. Sidewalks, lawns, or grassy areas.
D. Within 20 feet of a fire hydrant.
E. Fire lanes marked solid red curb or intermittent red
markings.
F. Any other area where signs indicate NO PARKING or
special parking.
G. Parking across or outside designated lines of parking
spaces.
H. Undesignated Parking (open) – These lots may be utilized by anyone properly
displaying a valid ETSU Parking Permit..
2.2 Reserved Spaces
The following spaces are reserved as noted:
A. Disabled reserved 24 hours a day.
B. Service vehicles reserved 24 hours a day.
C. Married Student Housing reserved 24 hours a day
(Section 3.1).
D. At times, certain areas will be reserved for parking
for special events.
E. Dorm Directors spaces reserved 24 hours
a day.
F. Presidents space reserved 24 hours a day.
2.3 Display of Parking Permit
For the 2001-02 academic year, two types of
permits will be available to both students
and faculty/staff. One is a portable static
cling permit, and the other is a self-adhesive
permit for permanent placement on the vehicle.
In either case the permit must be displayed
on the lower left side of the rear windscreen
of the vehicle, directly behind the driver
and plainly visible from the rear of the
vehicle. Those whose vehicles do not have
a glass rear windscreen-i.e., Jeeps, convertibles,
and similar vehicles (and only such vehicles)
will be allowed to affix the permit to the
rear bumper directly behind the driver or
on the upper center of the front windscreen.
Those whose vehicles have tinted windows,
or any other condition which might hinder
clear visibility of the parking permit, are
strongly urged to select the adhesive sticker
for exterior display. Defective or damaged
permits will be replaced at no cost. Lost
or stolen permits will be replaced for a
fee of $10. Temporary parking permits are
available at the Department of Public Safety
located at the main entrance to campus on
University Parkway. Each temporary parking
permit will be valid for a maximum of one
(1) to seven (7) days. Any exceptions must
be approved by the Chief or his designee.
2.4 Changing of Parking Category
Anyone changing his/her parking category will
be required to contact the Parking Office
within 10 days to obtain the proper parking
permit. Individuals are responsible for any
increase in cost.
2.5 Selling or Trading of Vehicles or Replacement
of Damaged Decals

Persons whose vehicles require the decal type
permit and are selling or trading a vehicle
will be responsible for removing the parking
decal from the old vehicle and returning
it to Window # 10 for a free replacement
for the new vehicle. If the decal is not
removed, any citation(s) issued to that decal
may be charged to the individual to whom
the decal was originally issued (until the
expiration date). If the decal becomes damaged
or not legible during the year, the remnants
should be turned in at Window #10 and a replacement
will be issued at no cost.
2.6 Temporary Parking Permits
Permits are available 24 hours a day at Public
Safety. Those who have decal type permits
must secure a temporary parking permit from
the Department of Public Safety at the main
entrance to campus on University Parkway.
Each temporary parking permit will be valid
for a maximum of one (1) to seven (7) days
after the date of issuance. A limit of three
consecutive permits may be issued. Any exceptions
must be approved by the Chief or Deputy Chief.
The permits are to be hung from the rear-view
mirror with print facing toward the front
of vehicle. The area where the student or
employee may park and expiration date will
be indicated on the permit.
Any employee or student who becomes temporarily
disabled may apply for a temporary disabled
permit at Public Safety. Temporary disabled
permits are available for up to a six-week
duration with proper medical documentation.
Persons who have a disability that is not
visible will need to have a doctors
statement to verify the disability.
2.7 Loading Zones
Loading zones are limited to 20 minutes and
are marked as such. These zones may be occupied
only long enough to conduct the actual loading
or unloading. This will be strictly enforced.
Multiple citations will be issued. These
spaces are reserved 24 hours per day.
2.8 Timed Parking Lot
Lot 12A, has been provided for your convenience
at the Sherrod Library and D.P. Culp University
Center. The parking meters provide the customer
with a one-hour time limit. A citation will
be issued to violators every sixty-one minutes.
The Post Office has three five-minute parking
spaces for checking Post Office boxes and
for business. A citation will be issued to
violators every six minutes. Hours of enforcement
are from 7:00 a,m, to 8:00 p.m.
2.9 Veterans Affairs Medical Center
Parking of motor vehicles belonging to employees
or students stationed at the Mountain Home
Veterans Affairs Medical Center shall be
designated by the director of the V.A. Center.
Federal regulations regarding the operation
of motor vehicles on federal property will
be strictly observed. Permits are issued
by the Veterans Affairs to qualified personnel
on a limited basis.
2.10 Parking Spaces
Due to limited parking spaces, issuance of
a parking permit does not assure a parking
space.
2.11 Service Vehicle
Designated parking, Service vehicles
only, is provided for official ETSU
vehicles and commercial vehicles driven by
non-ETSU personnel providing contracted service
to the university. Service vehicles may also
park in any legitimate parking space except
those reserved for disabled individuals.
2.12 Disabled Vehicles
When a vehicle becomes disabled the owner/driver
must notify the Department of Public Safety
immediately. All information will be recorded.
A reasonable amount of time will be afforded
to repair or remove the vehicle before citations
are issued.
2.13 Policy Regarding Campus Events Requiring
Special Parking
Individuals and/or groups scheduling an event
on campus which will attract visitors, especially
those utilizing buses, vans and private automobiles
should notify the Public Safety Office (ATTN:
Director of Public Safety) in order to secure
their assistance and a plan for providing
proper and safe parking.
The Public Safety Office will supply the individuals
and/or groups a map of the campus with special
instructions regarding parking in designated
areas. Organizers of large events should
work with Public Safety to arrange for traffic
control, loading and unloading of passengers,
and parking away from heavily used areas
of campus.
2.14 Multiple Citations
Parking violators may receive citations every
hour after the initial citation for violation
of:
A. No parking zone
B. Reserve parking student, staff, faculty, 24-hour
reserve parking, maintenance reserved parking, and ticket
purchase parking.
