The ICRC has been present in Lebanon since 1967 and has in recent years concentrated on monitoring the situation of the civilian population in the south and of refugees returning from Israel. The ICRC has also been pursuing a dialogue with the Lebanese authorities with a view to starting detention visits in Lebanon.
Following the capture of two Israeli soldiers by Hezbollah on 12 July, Israel's bombardement of targets in Lebanon from the air, land and sea and Hezbollah rocket attacks on northern Israel as well as fighting on the ground in South Lebanon have continued unabated with civilians taking the brunt of hostilities. In the current crisis, the ICRC's priority is to provide medical assistance, food and other essential items to the affected populations, especially in southern Lebanon.

The ICRC has called on all parties to observe strictly the provisions of international humanitarian law, in particular regarding the treatment of prisoners and detainees, the protection of the civilian population and the medical mission.
