A number of funds are administered by the ICRC. For instance, the Paul Reuter Fund encourages the publication of works on international humanitarian law and awards a prize every two years to that end. The French Fund Maurice de Madre provides assistance for staff of the International Red Cross and Red Crescent Movement, or their families, who are in difficult circumstances as a result of an accident, illness or death. The Empress Shôken Fund promotes “relief work in time of peace”, and the Florence Nightingale medal is given to people "who have distinguished themselves in times of peace or war".

The French Fund Maurice de Madre consists of the property bequeathed to the International Committee of the Red Cross under the will made by Comte Maurice de Madre, who died on 25 December 1970.

In 2005 the MMFF continued to provide practical assistance for some 400 staff members and volunteers of Movement components or for their families. In addition to the 43 requests still pending from previous years, the MMFF handled 33 new requests – 76 requests in all – covering 147 individual cases.
