Social Security / SSI

The Social Security program is financed through payroll taxes and the trust fund and provides benefits to 7 million people. SSI, a means tested program funded from general revenues, provides benefits to millions of people with disabilities. Currently, there are several major issues in this issue area, including Social Security solvency and implementation of the Ticket to Work. President Bush has named a Commission on Social Security that is to recommend a solvency solution late in late fall, 2001.

Regarding the Ticket to Work legislation, passed in 1999, proposed regulations have been published and the Advisory Commission created by the legislation made its final report on July 26, 2001. Although the Ticket cannot be fully implemented until final regulations are published, it is unclear when that will occur.
