Sir Ken Collins (SEPA Chairman).

Sir Ken Collins was educated at St. John’s Grammar School and Hamilton Academy and obtained degrees at both Glasgow (B.Sc.(Hons)) and Strathclyde (M.Sc.) universities. His earlier career was as Planning Officer at Glasgow Corporation, and as Lecturer at Glasgow College of Building and Paisley College of Technology. From 1979 until 1999 he was a Member of the European Parliament for Strathclyde East and held positions as Chairman of the Committee on Environment, Public Health and Consumer Protection, Chairman of the Conference of Committee Chairmen, Deputy Leader of the Labour Group, and Socialist Spokesperson on the Environment, Consumer Protection and Public Health.

Sir Ken is a Fellow of the Royal Scottish Geographical Society, an Honorary Fellow of the Chartered Institution of Water and Environmental Management, and the Chartered Institution of Wastes Management. He is an Honorary Vice-President of the National Society for Clean Air, and the Royal Environmental Health Institute of Scotland, and Vice President of the Town and Country Planning Association, the Trading Standards Institute and the Association of Drainage Authorities. He is a Board Member of the Institute of European Environmental Policy and an Ambassador for Asthma UK. He is Chairman of Health Equality Europe, a member of the Advisory Board of the ESRC Genomics Policy and Research Forum, a member of the European Public Affairs Consultancies’ Association (EPACA) Professional Practices Panel, and a member of the European Commission’s High Level Group on Competitiveness, Energy and the Environment. He is a former Member of the Management Board of the European Environment Agency (nominated by the European Parliament), a former Board Member of Central Scotland Forest Trust, and a former Board Member of Forward Scotland.
In 2003 Sir Ken received a Knighthood for his services to environmental protection and in 2004 he was awarded an Honorary Degree of Doctor from the University of Paisley.

Nick Kuenssberg (Deputy Chairman)
Nick Kuenssberg is an experienced businessman with considerable UK and international experience, currently chairman of iomart Group plc, Keronite plc and Canmore Partnership Limited, the non-executive director of Chamberlin & Hill plc and Amino Technologies plc and chairman of The Glasgow School of Art and Scottish Network International. Previously managing director of Dawson International plc, main board director of Coats Viyella plc, non-executive director of ScottishPower plc and Standard Life, visiting professor at Strathclyde University, chairman, IoD Scotland and member of the Scottish Legal Aid Board.

Campbell Gemmell (Chief Executive)
Campbell Gemmell has a first class honours degree in Geography and a PhD in Glaciology from Aberdeen University. In his early career he was a glaciologist with the British Antarctic Survey and a research lecturer at Christ Church College Oxford. Subsequently he was an Executive with the Scottish Development Agency’s Policy Unit, then a Senior Consultant with ECOTEC Research and Consulting, working from offices in the UK and Brussels on a range of economic and environmental issues for the European Commission and others. He spent 3 years working on policy and strategy development for Scottish Enterprise, including leading the development of its Business and the Environment Programme, before joining the Central Scotland Countryside Trust as Chief Executive in 1994.

Lesley Bloomer
Lesley has a BSc (Hons) in zoology from Glasgow University and a PhD in marine physiology and genetics from University College London. She worked at the Scottish Development Agency on agribusiness, and on education and training matters, and, while there, gained an MBA from Strathclyde University. After a spell in consultancy dealing with major NDPBs, Lesley joined the public sector watchdog, Audit Scotland, becoming Director, Performance Audit for Education, Enterprise and Justice policy areas. She also carried lead responsibility for performance audit work with Scotland’s local authorities. Lesley left Audit Scotland in 2003 to work freelance. She is a Board Member of the Care Commission.

Brian D. Clark
Brian D. Clark is Professor of Environmental Management and Planning at Aberdeen University, with 30 years’ experience of environmental management and impact assessment in Scotland and worldwide.
Professor Clark is Chairman of SEPA’s North Regional Board.

R J Fred Dinning
Fred Dinning is a Chartered Engineer and a Fellow of the Energy Institute. He was responsible for environmental issue management within the ScottishPower Group of Companies where he will retire from his position as Group Energy and Environment Director on 31 December 2005.

Ian Doig
Ian Doig is a member of the Chartered Institute of Public Finance and Accountancy (CIPFA), where he was the Director for Scotland from 1986 to 2004, and a member of the Chartered Association of Certified Accountants. He is currently an Independent Consultant specialising in Finance and Management in the Public Services where he has over 30 years experience in this area.

Councillor Alison Hay
Councillor Alison Hay is a member of Argyll and Bute Council. She was Leader of the Council from 1999-2001 and is chairperson of the Group for Recycling in Argyll and Bute. She is a member of the Scottish Low Pay Unit. She is COSLA’s spokeperson for the Environment, Sustainability and Community Safety and chairs that Executive Group.

Russell Imrie
Russell Imrie is a Labour councillor on Midlothian Council. During most of his working life, from 1965 to 1999, he was a telecom engineer with British Telecom. As a local councillor he has become heavily involved in environmental issues and is currently COSLA spokesperson on waste management and Chair of REMADE (not remunerated), a partnership of public bodies and the private sector set up to encourage and generate markets for recycled goods. Russell is also Chairman of SESTRAN South East Scotland Transportation Partnership made up of the ten Local Authorities. He is a member of the Scottish Labour Party.

Susan Walker
Susan Walker has a geography and a civil engineering background. From 1980 to 1999 she held a number of posts in the National Rivers Authority and subsequently in the Environment Agency. She retired as Regional Water Manager of the Agency’s North West Region in 1999 to form her own consultancy company which specialises in sustainable and integrated river basin management. She was a member of the North of Scotland Water Authority from 1999 to 2002. Susan Walker is currently a Board member of Scottish Natural Heritage, Deer Commission for Scotland and the Cairngorms National Park Authority. She is also a member of the Fisheries (Electricity) Committee. She has not been politically active in the last five years.

Dr Helen Zealley
Helen Zealley retired as Director of Public Health with NHS Lothian in 2000 having spent her professional career as a public health doctor. She is currently the Chair of Friends of the Earth Scotland and a Trustee for Waverley Care.
