The U.S. Department of State offers a small alternate program, the Diplomacy Fellows Program, to the Foreign Service Written Exam for FSO candidates.

Diplomacy Fellows Program

We are no longer accepting applications for the 2006 Diplomacy Fellows Program.


The Diplomacy Fellows Program is open for application from eligible candidates in select scholarship and fellowship programs. The Diplomacy Fellows Program is an alternative (equivalent to the Foreign Service Written Exam) route to the Foreign Service Oral Assessment for candidates aspiring to a career as a Foreign Service Officer.

General Qualifications for the DFP Program:

  • You must be a U.S. citizen
  • You must be at least 20 and not more than 59 at the time of application
  • You must be available for worldwide assignment
  • You may not have been separated from the Foreign Service under certain sections of the Foreign Service Act
  • You must have finished the program requirements for your eligible program by the time you apply and after January 1, 2001

Eligible Candidates

  • American Association for the Advancement of Science (AAAS) Diplomacy Fellows
  • Boren (National Security Education Program) Fellows (Boren undergraduate scholars are not included)
  • Fascell Fellows
  • Institute for International Public Policy Fellows (IIPP)
  • Pickering Fellows (Pickering Fellows, who have completed their graduate degrees.)
  • Presidential Management Fellows (formerly Presidential Management Interns), who have fulfilled their program obligations prior to registration through service at the Department of State, or the Agency for International Development.
  • Truman Scholars
  • Jack Kent Cooke Graduate Scholars
  • Rangel Fellows
